This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is W912SV-19-R-0007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017.
This is a full and open acquisition with the associated NAICS code of 721110. This synopsis and solicitation is for the procurement for The Homeland Security Institute General and Flag Officer Executive Seminar (GFOS) and the Leadership in Homeland Security (LHS) program. For the purposes of this combined synopsis/solicitation, the North American Industry Classification System (NAICS) Code is 611310 with a size standard of $27.5M.
The Location of the vendor shall be within a 30 mile radius of Boston, MA.

(16) Description - The selected vendor will be a brick and mortar educational institute that possesses and demonstrates proficient experience in the domains of disaster planning, emergency management and crisis leadership. The courses of study will be based upon case studies that investigate actual events (i.e. man-made or natural disasters), and are of a scale, relevancy and complexity that accurately reflect the magnitude of responsibility associated with either executive or senior executive levels of leadership. The selected vendor shall host two (2) courses, one GFOS and one LHS for Fiscal year 2019.
Each course will consist of up to 65 participants. The vendor will be required to host the event with adequate space, access, amenities, lighting and modern audio-visual equipment.
