Project Information

The U.S. Department of Labor (DOL) seeks the services of a qualified Small Business for the Gulfport Historic American Building Survey, Stakeholder Interviews and Lobby Exhibit Design at the Gulfport Job Corps Center in Gulfport, Mississippi.

The work involves preparing the Level II Historic American Building Survey (HABS), conduct interviews and prepare the main lobby historic exhibit, all as required by the Memorandum of Agreement (MOA) signed by the Department of Labor (DOL) for the Gulfport Redevelopment Project.  DOL is in partnership with the Advisory Council on Historic Preservation (ACHP) as the principal signatories for the MOA.  The ACHP will service as the primary historic preservation oriented participant n the project, since the Mississippi Department of Archives and History chose to withdraw from the Section 106 consultation in April 2017.  It should be anticipated that the ACHP, as well as DOL, may have questions and concerns with the respect to the conductance of the consultant’s responsibilities during the course of the project, and that these concerns will require that the consultant address accordingly.

Under the third prime evaluation factor:

1.  Previous Project Experience similar to this project’s Scope (At least 3 projects within the last 5 years)

2.  Project Management Skills and HABS Service Expertise

Who May Respond

Interest in this solicitation announcement is open to all small businesses relative to the primary NAICS code 541720 with a Small Business Standard of $20.5 million.  The magnitude of this procurement is between $100,000 and $250,000. 

The successful offeror shall be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/SAM/##11.

Site Visit

The site visit will take place on November 1, 2018 at 10:00 am Central Time.

Questions

The deadline forthe second round of questions is March 27, 2019 at 2:00 pm Eastern Time.

Bid Due Date

The deadline for submittal of offers is hereby changed from March 19, 2019 to May 1, 2019 at 2:00 pm Eastern Time.

THIS SOLICITATION WILL NOW USE THE TWO STEP PROCESS.  THE FIRST STEP WILL BE THE SUBMITTAL OF TECHNICAL PROPOSALS BASED ON THE EVALUATION CRITERIA AND ANY JOB EXPERIENCE OF SIMILAR SIZE AND SCOPE.  

THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS REQUIREMENT BEFORE AN AWARD IS MADE WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
