Histopathology Services
The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award utilizing Simplified Acquisition Procedures to Environmental and Fish Health Solutions.
The applicable North American Industrial Classification System Code (NAICS) code for this procurement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees.
Specific characteristics of the service contract that limit the availability to a sole source is the limited subject matter experts in the areas of histopathology of Rana pipiens tadpoles and identification of batrachochytrium dendrobatids infections of the skin of the Rana pipiens tadpoles. The subject matter expert must also have experience in fish pathology, fish diseases, amphibians, and infectious and non-infectious diseases caused by bacteria, toxicological or environmental factors. In addition the vendor must be able to comply with OSHA compliance of histological preparations of tissues from a variety of animals.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
