SOURCES SOUGHT SYNOPSIS:


1.  NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. This announcement is an expression of interest and does not commit the government to pay for proposal preparation costs.


1.1 The purpose of this SSS is to conduct market research to determine if responsible sources exist, to assist in determining if the HEDC sustainment, maintenance, and consolidation effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541511, Custom Computer Program Services which has a corresponding Size Standard of $27.5M. The government will use this information to determine the best acquisition strategy for this procurement. The government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.   


2.  Program Details:


2.1 AFSC OL:H/PZIEB is seeking sources for HEDC sustainment, maintenance, and consolidation. The following information is provided to identify potential contractors that have the skills, experience, and knowledge required to successfully provide the described services. 


2.2 This effort will provide Information Technology (IT) Professional Subject Matter Expertise (SME) in Enterprise Architecture, Engineering and Services support including engineering, infrastructure architecture design, technology counsels, modernization, consolidation, hosting, Business Case Analysis (BCAs), Economic Analysis (EA), Analysis of Alternatives (AOAs), Conference Room Pilots (CRPs), information assurance, and technical and program/project management support services to the 75th Air Base Wing Communications and Information Directorate (75 ABW/SC) at Hill Air Force Base (HAFB), Utah and 16 other Continental United States (CONUS) Hill Enterprise Data Center (HEDC) Wide Area Network (WAN) Point of Presence (POP) Portable Operating Data Center (POD) locations for current HEDC workload.   


2.3 This effort also provides Information Technology (IT) Professional Support and Engineering Services for modernization efforts for the 309th Maintenance Complex at HAFB.  The IT Directorate is responsible for facilitating the installation and implementation of the commercial off-the-shelf (COTS) Depot Maintenance and Logistics system Modernization effort within the Hill Enterprise Data Center (HEDC). 


2.4 This effort includes the creation/update and implementation of management policies, organizational structure, systems and procedures necessary to support the Department of Defense (DoD) onboarding, administration, performance tuning, disaster recovery planning, enterprise networking, and technical management necessary to support current customer applications in the HEDC and HEDC-Classified; hosted cloud environments potentially  moving to commercial clouds, or a hybrid of both when course of action (COA) approved.

3. Industry Response:


3.1 Size Status under NAICS 541511

3.1.1 State whether your business is a large or small business.

3.1.2 State which, if any, socioeconomic status your business claims. 


3.2 Provide responses to the attached capability questions. Responses may be resubmitted if your company already provided responses to the capability questions attached to request for information (RFI) FA8224-19-R-HEDC. Submit responses using the provided spreadsheet. 


3.3 Review the attached PWS to provide feedback regarding the HEDC requirement. 


3.4 Responses to this notice are not offers and cannot be accepted by the government to form a binding contract or agreement. The government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in a future solicitation, if one is issued.  


NOTE: Responses are due no later than 1500 MST on 5 June. The government values any input provided by industry to improve this acquisition.

5. Industry Day:


5.1 The HEDC industry day will be held Thursday, 13 June at Hill Air Force Base, UT. 


            5.1.1 Location:   Bldg. 1289, PK Main conference room upstairs


            5.1.2 Time:         0800-1600 MST


            5.1.3 Format:    0800-1130 MST - HEDC introduction/group Q&A session


                                       1130-1230 MST - Lunch


                                       1230-1600 MST - One-on-one sessions


            5.1.4 Attendees: Each company may bring a maximum of 3 attendees


            5.1.5 RSVP no later than 1500 MST on 5 June.
