The County intends to contract for the services of a qualified firm to provide Commissioning services for the Acute Tower Replacement Project during design and construction. The nature of the services requested and the duration of the projects involved require a multi-year contract from approximately 2009 to 2017 (refer to the Time of Services/Project Schedule section for more detailed information). The Commissioning Authority (CxA) may consist of a Prime Consultant and specialty sub-consultants. The Prime Consultant shall retain full responsibility for all commissioning services provided.
The County is committed to commissioning this new Acute Care Tower and Satellite Building to ensure that the Design Builder fulfills the functional and performance requirements of the County, achieves a minimum LEED Silver ranking and receives the Fundamental Commissioning and Enhanced Commissioning points for LEED v2.2. The commissioning process will establish and document the Countys design intent and operational needs and then verify that all building systems are complete, functioning properly and performing interactively according to these criteria. Furthermore, the Countys operational needs upon occupancy including system documentation and training on system operation will be provided by the CxA to facility staff to ensure the facility is properly maintained and functioning as intended. The project will be fully designed using Building Information Modeling (BIM), and will use web based project management software.
