High Speed Aerial Target (HSAT) Request for Information


This announcement is NOT a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time, nor is there an estimated date of solicitation release at this time.

The United States Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) Targets Management Office (TMO) is seeking information concerning a high speed aerial target to replace the MQM-107. TMO is seeking vendor(s) who are capable or willing to work towards building targets meeting the provided performance criteria in order quantities of 10 targets per year. TMO is also seeking budgetary planning costs for spares/launchers and maintenance costs for operating this target. Our objective is to provide long term cost effective targets to the US DoD test/training customers and allied foreign militaries worldwide. TMO is interested in targets that provide all or the majority of these capabilities. Request interested current or potential vendors notify TMO with their capabilities, plan or concept by 30 Nov 2014. Extended submissions may be granted, if necessary. All information provided will be kept confidential.

Capabilities:
Variable speed: from 200 to greater than 500 Knots Indicated Air Speed
Altitude: less than 50 ft - 40000 ft
Flight duration: greater than 60 min
Reusable Target with Parachute or other recovery system
Internal Payload (100 lbs minimum)
Internal Power of 28 VDC @ 100 Amps
Integrated or integration capable with US Army's Ground and Aerial Target Control System (AGATCS)
Barrel Roll
Constant altitude/constant speed G turns: 3-7G sustained
Slice - Diving 6G-turn to change heading 180 degrees
Pitchback -Climbing 6G-turn to change heading 180 degrees
Weave - 3G (minimum) constant
30 degree (minimum) angle dive
30 degree (minimum) angle climb
Minimal damage in recovery
Towed targets capable (up to 100 lbs each wing station)
Wing-tip payloads (50 lbs each)
Semi-Autonomous (Waypoint Navigation)
Use of new, used/rebuilt, and repurposed turbine engines are acceptable

Desired capabilities include:
Non-RATO launched
IR & RF Augmentation/Countermeasures
Visual Augmentation (smoke, high visibility paint)
Scoring
Autonomous flight
Negative G capability
