The purpose of Amendment 1 is to add additional Key Peronnel/Qualification information to the SOW Specification Document. See updated attachement that will replace original posting attachment. 


Therefore, the notice will be extended by 1 day as provided herein.

NOTICE OF INTENT TO SOLE SOURCE:

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Hi-Q Engineering, Inc., Poway, CA under the authority of FAR 13.106-1(b) Soliciting from a Single Source, for the highly specialized NIST WWVB High Power RF Switch Upgrade which NIST has operated the radio station WWVB at Fort Collins, CO since 1963, broadcasting 70,000 watt time signal at a frequency of 60 kHz. The very accurate signal is received by millions of radio-controlled clocks across North America, devices that set themselves to the WWVB signal and display the correct time of day. In addition, the WWVB broadcast is used by other Government agencies, 911 call centers, and industries that require accurate NIST time. The high-power RF switch is an essential part of NISTs operation, and if the wrong device is installed it could cause millions of radio-controlled clocks to fail and no longer be synchronized to NIST time. It is impossible to over emphasize the potential risk involved by having the wrong device installed, improper software coding, etc. per the attached requirement.


Based on market research, NIST has not identified any other sources that can provide this specialized requirement. If NIST identifies no other capable sources by August 7, 2019, NIST will issue a firm-fixed price purchase order to Hi-Q Engineering, Inc.


Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.


The North American Industry Classification System (NAICS) code for this acquisition is 541330, and the size standard is $15M.


A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.


This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to patricia.rose@nist.gov. No telephone requests will be honored.
