HIGH PERFORMANCE LAPTOP COMPUTERS

The Philadelphia Office of the U.S. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk Contracting Department intends to solicit the procurement of high performance laptop computers, in support of Joint Staff J7 for the development, experimentation with, and testing of future joint training enablers.

The instant requirement shall:
a.    Support an aggressive research and development, experimentation and testing environment (i.e., portable, flexible, secure, operating system and applications, supports current and emerging technologies and high end graphics support).
b.    Emulate the entire environment for development as a test harness while disconnected from the network.

c.    Support three dimensional (3D) image rendering-3D modeling, high end graphic cards necessary for this operation.
d.    Support emerging and new technologies in support of modeling and simulation.
e.    Incorporate virtual technologies and capabilities.
f.    Support coding of software.
g.    Replace desktops (i.e., provides mobility for development done off site at other locations and developer travel to JS J7 Suffolk, VA complex for testing and further development).

This acquisition is being processed as a Total Small Business Set Aside, pursuant to FAR 19.502-2. Responsible small business sources may submit quotes for evaluation. Quotes should be forwarded to NAVSUP Fleet Logistics Center Norfolk Contracting Department, Philadelphia Office, 700 Robbins Ave., Bldg.
2B, Philadelphia, PA 19111-5083, to the attention of Joseph Maier, Code 290.2K joseph.e.maier@navy.mil, and reference acquisition control number 2016-3250. The solicitation will be posted concurrently with the publication of this synopsis. The solicitation will be posted to the Navy Electronic Commerce Online (NECO) and FedBizOpps (FBO) websites under solicitation number N00189-17-T-Z060.

The issuance of a purchase order is contemplated with a delivery timeframe of forty-five (45) days after issuance of the order. The applicable Product Service Code (PSC) and North American Industry Classification System (NAICS) code are 7050 and 334111, respectively. The small business size standard for this NAICS is 1,250 employees.
