High Altitude Pressure Breathing and Partial Pressure Regulator Support
NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract Cobham Mission System, 2734 Hickory Grove Rd, Davenport, IA, 52804-1203 in support of the NASA's High Altitude Pressure Breathing and Partial Pressure Regulator Support requirement. The sole source will be solicited and awarded under the authority of FAR 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)." Cobham shall perform engineering and technical trade studies, gap analysis, risk assessment, and cost & schedule estimates for final design, fabrication, qualification testing, and delivery of pressure breathing and partial pressure regulators in support of the QueSST Project. The work will be performed up to at least a maturity level consistent with a system requirements and conceptual design review level of completeness taking into account the full expected life cycle of the QueSST X-plane.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. Pacific Time on 03 May 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
