The Contractor shall create interagency scientifically-based deliverables that are patient care-based. The Contractor shall also focus on interagency Program Management, which involves the exchange of interagency Interoperable EHRs, interagency clinical and interagency physician-centric strategic planning, and support for the interagency clinical project needs of VHA. This contract is to provide interagency clinical work and Interagency direct patient care delivery.
Further, this contract work centers on Interagency EHR Interoperability and Innovation at VA/DoD Joint Venture and medical sharing locations and the interagency health care they provide 24x7. The definition of DoD/VA Joint Ventures with examples can be found at http://tricare.mil/DVPCO/bummed.cfm. The interagency contract work will be centered on VA facility and/or VISN approved interagency healthcare activities with DoD, obtained from clinicians at the joint venture sites. To be very explicit, this is not a routine program support activity, rather it requires documented interagency experiences and interagency skills that are highly specialized for this very specific interagency work with already experienced interagency Government managers.
VHA/OIA/HI/IO interagency work is required by Public Law to comply with the NDAA of 2014 and report on all interagency, interoperability health care efforts on a quarterly basis and, in summary, annually. These interagency contract deliverables are also consistent with and complementary to the interagency work that is already underway by DoD s Defense Health Agency (DHA). This work is not just DoD healthcare alone and not just VA healthcare alone, but is interagency healthcare that requires specialized interagency health care experience. OIA will use these interagency healthcare contract deliverables in collaboration with the VA/DoD Health Executive Council (HEC) authorized work with DoD interagency health care delivery. OIA will share these interagency healthcare deliverables with a variety of other VHA stakeholders, including VISN officials and other key VA executive level personnel, who expect interagency healthcare expertise in direct patient care matters.
Specifically, the interagency functional health care task areas that shall be supported by the Contractor are:
(a) VA/DoD Interagency Program/Project Management for joint, interagency direct patient health care delivery; and
(b) Health Information Sharing (HIS) Professional and Technical Services supporting interoperable EHRs used by VA clinicians/others for interagency clinical and direct patient care strategic planning, and clinical, health care consulting services for VA and DoD interagency health care delivery by VA clinicians.
This includes professional interagency health information services in support of the IO and involved VA/VHA program offices dealing with interagency clinical efforts between DoD and VA for optimizing EHRs used in direct patient care settings.
The types of interagency clinically-focused services required under this PWS are:
Clinical program and health care project management services to assist in clinical planning, clinical initiating, clinically managing, clinically executing, and closing out of interagency clinical programs and/or interagency health care projects that have direct patient care implications;
Surgeon and Specialty Physician interagency subject matter expertise with demonstrated skills and experiences in the clinical use of interagency EHRs for the delivery of direct patient care, including interagency surgeries and other specialized clinical care; and
Interoperability health care consulting services in support of direct patient care activities (e.g., DoD/VA integrated Electronic Health Record (iEHR).

The due date for communications and questions concerning the RFP will be December 14, 2016 at 1:00PM Eastern Local Time via email to george.govich@va.gov and kendra.archbald@va.gov.

The Offeror s proposal shall be submitted electronically by December 29, 2016 at 1:00PM Eastern Local Time via email to george.govich@va.gov and kendra.archbald@va.gov. The Offeror s proposal shall consist of four (4) volumes of evaluation factors for the Contract. The email file size shall not exceed 5.0MB. If the file size exceeds 5.0MB then the Offeror shall submit multiple emails while noting how many emails will be submitted (i.e. 1 of 2).

NOTE: All Email Correspondence for this project must reference the Offeror s Name, RFP Identifier, and Project Title in the subject line of the email. Any proposal received after the date and time specified above will not receive consideration for award.
