This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.


The solicitation number for this request for quotation (RFQ) is W913E519Q3600. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 effective 13 August 2019.


The associated North American Industry Classification System (NAICS) code is 337214 - Office Furniture, which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.


The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for brand name: Herman Miller - Canvas Office Landscape Collection, commercial off-the shelf (COTS) modular furniture to make modifications to existing cubicles and office spaces at CRREL due to changes in staffing and program requirements.


Specifications: The Contractor shall supply, deliver, uncrate, set into place, make all final connections, start-up and test all equipment in accordance with the furniture specifications as well as ensure the following:
 - The furniture parts/pieces must be Herman Miller parts/pieces from the Canvas Office Landscape Collection to ensure consistency and interoperability between new and existing furniture; The Contractor must be a Herman Miller Certified Dealer;
 - The Contractor shall provide a consultant to ensure proper pieces/parts are ordered which match and work with existing units. This type of purchase requires expertise in the field as the minimum description of items may be incomplete. The Consultant shall be responsible for all measurements and AutoCAD drawings or similar layout to ensure proper fit;
 - The Contractor shall determine all parts and accessories needed to make requested modifications to existing units/offices to include additional fabric boards, glass white boards, replacement of cubicle work area space, trim for modular units and replacement of desk units. Potential vendors will have an opportunity to walk through the area for better understanding of the Government's needs;
 - All supplies and services shall be designed, delivered and installed NLT eight (8) weeks after date of contract (ADC).

Potential vendors will have an opportunity for a site-visit to the CRREL facilities in Hanover, NH on Wednesday, August 21, 2019 between 11am - 1pm (CST). Contact Elizabeth Jette, Elizabeth.T.Jette@usace.army.mil to schedule a visit and for further details.


FOB Destination Hanover, NH 03755: Supplies shall be delivered to and incidental services performed at ERDC-CRREL, 72 Lyme Rd, Hanover NH 03755.


Reference the attached Request for Quote (RFQ) The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote. The following factors shall be used to evaluate offers: technical capability to meet the Government's required specification; and price.
