This is a SOURCES SOUGHT notice to obtain market research concerning businesses capable of performing large-scale dry dock and repair services for the Henry M. Shreve floating crane barge (SHREVE) owned and operated by the U.S. Army Corps of Engineers (USACE), Regional Rivers Repair Fleet (R3F).



This notice neither constitutes a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. NO AWARD will be made from this sources sought. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME; therefore, please do NOT request a copy of a solicitation. This notice should not be construed as a commitment by the Government for any purpose. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions.


The purpose of this announcement is to gain knowledge of potential qualified sources to include other than small businesses as well as small businesses in the following sub-categories: small business, small disadvantaged business, certified HUB Zone, woman-owned, and service-disabled veteran-owned. All qualified vendors, regardless of business size, are encouraged respond to this notice. The capabilities statements will be analyzed solely for the purpose of determining whether to set aside the procurement for the small business community or to conduct it as an unrestricted procurement.


The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 336611, which has a size standard of 1,250 employees.


The USACE Huntington District intends to procure services to dry dock, repair, and perform maintenance on the SHREVE between March and June of 2018. The vessel is currently stationed in Memphis, Tennessee and will need returned to Louisville, Kentucky upon completion of the contract.


The SHREVE is a steel barge (300 ft. x 100 ft.) with a heavy-lift crane mounted on it. The barge has gate stowage racks. The barge's dry docking plan is included to identify the vessel weight and dimensions along with photos to provide perspective of the overall vessel.


The basic performance work statement may include:


• Transportation of SHREVE.
• Dry docking and launching of the vessel.
• Ultra-sonic hull plating side scan gauging of the hull.
• Assisting the USACE with inspections of the hull, tanks, spud wells, spuds, and sea valves.
• Repair hull damage from impacts.
• Cleaning and painting the hull exterior.
• Spudwell inspection and repair.
• Gas freeing, cleaning and painting of fuel tanks, ballast tanks and sewage holding tank.
• Service sea valves.
• Service duplex strainer for raw water system.
• Sea chest maintenance.
• Steel plate and weld seam renewal.
• Spud repairs (bushings, pins, and sheaves).
• Cleaning and painting of the exterior of the crane tub, crane house, and A-frame.


All interested business concerns shall have a suitable dry dock that is certified for docking the barge based on the dimensions and weight identified on the barge's dry docking plan. The following are examples of what the Government will accept for certification of a dry dock suitable for the work:


• US Navy, Naval Sea Systems Command
• America Bureau of Shipping (ABS)
• An independent registered Professional Engineer specialized in dry docks, who shall cover inspection requirements of item (a) or (b) above.


All interested business concerns for this requirement shall provide the following information when responding to this sources sought:


• Company name.
• Unique Entity Identifier (formerly DUNS number.
• Type of business concern (small business, large business, etc.)
• Years in business.
• Statement of capability and qualifications of the organization to perform the requirement.
• Identification of its certified dry dock.
• Dimension and weight capacity of certified dry dock.
• List of similar projects worked on over the past 5 years and services provided on those projects.
• Availability to dry dock the vessel during March through June 2018.


This sources sought notice is not a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is rather requesting short statements regarding the company's capability to accommodate a vessel of this magnitude and to demonstrate existing or developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE in tailoring requirements to be consistent with industry capabilities.


This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of any such information. Responses to this request will not be returned, nor will respondents be notified of the results of the analysis. After completing its analysis, the Government will determine whether to promote unrestricted competition or to limit competition among small business concerns. Offers that do not meet all requirements or that are not submitted within the allotted time will not be considered.


Notice to potential contractors: All offerors who provide goods or services to the Federal Government must be registered in the System for Award Management (SAM) located on the website https://www.sam.gov/portal/SAM/##11. Additionally, all service- disabled veteran-owned businesses or veteran-owned small businesses must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at http://www.vip.vetbiz.gov.
