SYNOPSIS: #N68335-19-R-0373

The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Gardner Technologies, Inc. (GTI), 1993 Moreland Parkway Suite 204 Annapolis, MD 21401, CAGE: 39FT5 for Helicopter Operations Surveillance System (HOSS) obsolescence upgrades. The currently fielded HOSS is obsolete and requires an upgrade to meet the NAVSEA Surface Electro Optic and Infrared (EO/IR) Sensor Requirements and to address its current supportability issues. Many of the HOSS system components are unable to be procured and the current system design can no longer be manufactured for Landing Platform Dock (LPD) 31 and follow on LPD Flight II ships.


Based in the United Kingdom, Imenco UK Ltd. is the Original Equipment Manufacturer (OEM) for HOSS and the only designer of the current configuration. Imenco operates through their authorized US distributor GTI, who is the sole provider of HOSS. The OEM maintains proprietary rights to the production data package which has not been transitioned to the Navy to support a competitive acquisition.


The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
