The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA in close cooperation with the Federal Aviation Administration's (FAA) Office of Environment and Energy (AEE) and the National Aeronautical and Space Administration (NASA) is conducting helicopter acoustics measurements in a joint NASA-FAA acoustic test of Robinson R-44 and R-66 helicopters at Eglin Air Force Base Test Range C-62, near Valparaiso, Florida.  In order to undertake noise abatement research and operator outreach activities, it is necessary for Volpe to collect source noise information for civilian helicopters. The Government has a requirement to charter R-44 and R-66 helicopters. The Government intends to award a purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Timberview Helicopters Inc.  Timberview is the only operator that meets the test charter criteria: Within the single-fuel tank flight range of an R-44 and R-66 helicopter, is a commercial helicopter operator, has at least one
R-44 helicopter, and at least one R-66 helicopter, and therefore is the only contractor that can meet the Government's requirement. The NAICS Code is 481211; the Small Business size standard is $15.0M.

Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within seven
(7) calendar days from the date of publication of this synopsis. Responses received after seven (7) calendar days or without the required documentation will be considered nonresponsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted.
