Heat pump piping repair

This solicitation is for the Mississippi Job Corps Center operated by Fluor Federal Solutions. The Center is located at 400 Harmony Road, Crystal Springs, MS. 39059. Mississippi Job Corps is a government funded vocational technical training facility with residential students ranging from age 16 to 24.
Finding: The copper heating/cooling water piping serving the 16 packaged water-source heat pumps is covered with a massive buildup of corrosion. Throughout the building, condenser water/heating water piping has a history of corrosion and water leaks through pinhole leaks above the ceiling. If the corrosion continues, piping leaks will occur in the future, cause damage to the walls and drywall ceiling finishes, and create a fertile environment above the ceiling for mold/mildew. Additionally, the access panels are not provided for the four heat pump units above the ceiling for maintenance.
Recommendations: Retain the services of a certified plumbing contractor with pex tubing installation experience. Replace existing copper heating/cooling water piping serving the 16 packaged water source heat pumps with polyethylene high density Pex tubing, including all associated appurtenances. Remove sections of the drywall ceiling to field verify the existing copper piping layout, sizes and the installation of the new Pex tubing. Pex tubing shall be suitable for rated ceiling plenum with F-1960 fittings. Provide 4 - 24"x24" access panels for heat pump units above the ceiling for maintenace . For the proper operation of the new piping system, perform hydronic testing and balancing.
Walk-through:There will be a walk through held Thursday, June 5, 2014 at 10 A.M. Central Time at the center located at 400 Harmony Road. There will be a technical advisor from the engineering contractor to answer all questions on the scope of work and any other requirements.
