SYNOPSIS: The following action is to be competed by the U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD, in support of the U.S. Army Medical Materiel Development Activity (USAMMDA), Fort Detrick, MD, for the Health Readiness and Performance System (HRAPS) is an overarching program that inserts open-architected, wearable physiological, cognitive and psychological monitoring technologies into existing programs of record for use in operations and training. The HRAPS program is responsible for developing, validating and transitioning Government off-the-shelf (GOTS)/Commercial off-the-shelf (COTS) sensor(s), algorithms and suggested leader actions to programs of record in an incremental, phased approach. The final goal of this effort is to procure up to 2,000 HIPS. This announcement constitutes the solicitation by USAMRAA, Fort Detrick, MD, as a Request for Proposal (RFP) and offers must be submitted in writing (oral offers will not be accepted). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01; 20 December 2018.

DESCRIPTION: This action is to be competed to fulfill the need of USAMMDA to procure up to 2,000 HIPS. See the attached RFP which includes the "Performance Work Statement (PWS) and Minimum Essential Characteristics" for the full list of requirement specifications.

This acquisition is full and open competition brand name or equal. The North American Industry Classification System (NAICS) code is 541714 Research and Development in Biotechnology (except Nanobiotechnology) with a size standard of 1,000 employees


No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments from the following website: https://www.fbo.gov/. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/.

Proposals will be evaluated on the basis of lowest price technically acceptable (LPTA)-please see the attached full RFP. Any resulting contract will be issued as an open market Firm Fixed Price award.
