SYNOPSIS:

THIS IS A PRESOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Please reference Request for Proposal (RFP) number 36C79119R0006. The Department of Veterans Affairs Denver Logistics Center (VA DLC), in support of the Veteran Health Administration is contemplating the issuance of a solicitation for Hearing Aids and Wireless Systems.

OVERVIEW AND PURPOSE:

The objective of this procurement is to award multiple contracts with qualified vendors to provide Hearing Aids and Wireless Systems in the following types Group 1 Category 1 (CHA Non-Rechargeable). Only a single price for each category will be considered for Group 1 Category 2 (CHA Rechargeable), Group 2 Category 1 (BTE Non-Rechargeable), Group 2 Category 2 (BTE Rechargeable), Group 3 Category 1 (RIC Non-Rechargeable), Group 3 Category 2 (RIC Rechargeable), Group 5 (Earmolds), Group 7 Category 1 (CROS Non-Rechargeable), and Group 7 Category 2 (CROS Rechargeable). Group 4 Category 1 (Wireless Systems), Group 4 Category 2 (Wireless FM Systems), Group 8 Category 1 (CI Compatible Hearing Aids), and Group 8 Category 2 (CI Compatible Wireless Systems). In order to receive a contract, Group 1 Category 1 (CHA Non-Rechargeable), Group 2 Category 1 (BTE Non-Rechargeable), Group 3 Category 1 (RIC Non-Rechargeable), Group 3 Category 2 (RIC-Rechargeable), Group 4 Category 1 (Wireless Systems), and Group 5 (Earmolds) must be offered and receive an award under this solicitation. Group 4, Category 2 (Wireless FM Systems), Group 6 (simple wireless remote controls), Group 7 (wireless CROS transmitters) and Group 8 (CI Compatible Devices) are optional.

The DLC anticipates making multiple Indefinite Delivery, Indefinite Quantity contract awards to accommodate the needs of the Government. The contracted items will be a primary source for VA Audiology and Speech Pathology Services at the VA Medical Centers. Other Government agencies authorized by the DLC may use awarded contracts as a non-mandatory source. The requirements also cover primary and secondary features, extra components, programming software and training related to the hearing aids and wireless systems. Current ISO 9001 and/or ISO 13485 certification for the manufacturing facilities will be required.

The contract period will be November 1, 2019 through October 31, 2024. Subject procurement is being procured as a commercial item as defined in FAR Part 12. Contract awards will be made in accordance with FAR Parts 12 and 15. Subject announcement is being made in accordance with the requirements of FAR Part 5. The North American Industry Classification System code is 334510 and the Small Business Size Standard is 1,250 employees. The requirement package will be issued as a full and open solicitation for any and all qualified, experienced, and knowledgeable business entities who can meet the requirements. The acquisition will be procured as a Lowest Priced Technically Acceptable type of acquisition under which offers will be determined to be technically acceptable or unacceptable based on the requirements, then evaluated for overall price. Trade-offs will not be used.

SOLICITATION DETAILS:

The North American Classification Codes is 334510 and the Small Business Size Standard is 1,250 employees. Solicitation documents are expected to be made available on or before March 27, 2019 at the FedBizOpps website at http://www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. The anticipated closing date is May 13, 2019 and anticipated award date is August 1, 2019.

The only terms and conditions that will apply to the solicitation and any resultant contract shall come from the Contracting Officer/Contract Specialist through the release of the final RFP and any amendments, information received from other than the Contracting Officer to include other VA sources, are not binding on the VA.

Upon review of the solicitation documents, prospective offerors are encouraged to provide questions/comments, in writing via email, to the above individuals not later than April 29, 2019.

Interested parties are reminded that in accordance with FAR Part 4.11, offerors must have an active registration in the System for Award Management database (www.sam.gov) prior to award of a contract.
