In preparation for a future procurement, the Arkansas VA Medical Center in North Little Rock, AR is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NAICS 811219 that can offer the services listed below:

1. Project Title: Leadership Assessment Tool
2. Purpose/Background:
The purpose of this statement of work is to procure access to a healthcare subscription-based online portal containing a leadership assessment tool for the Central Arkansas Veterans Healthcare System, 4300 W. 7th Street, Little Rock, Arkansas, 72205. The subscription will be used to improve the hospital hiring and placement process for leadership positions, to select, promote, and retain employees in an evolving competitive healthcare environment. The tool used will create a high-performance, sustainable organization that meets strategic and operational goals and objectives, which will ensure talent management processes are in place to ensure we are recruiting the best people who are likely to improve staff satisfaction, decrease turnover, and support excellent patient care. CAVHS believes it is important to first conduct an organizational assessment to see the status of the current workforce and secondly to utilize evidence based practices/tools for selecting future employees.
3. Scope:
The vendor will license the use of the assessment tool portal subscription to the Little Rock VA and support the installation, implementation, and customization of the portal product. The license grant includes, at no additional charge, the right to unlimited usage and user accounts, as well as, usage for testing, back-up, archival and disaster recovery purposes, and of the Documentation for internal training, support and deployment.

The vendor will provide the following solutions:
Create or provide automated on-line access that has been scientifically proven and validated to assist CAVHS in identifying and selecting candidates and promote individuals to become front-line leaders
Create or provide a scientifically validated instrument/tool that predicts top performers in a variety of clinical and non-clinical health care positions
Ensure portal is designed specifically for the healthcare industry
Create or provide access to a comprehensive healthcare literacy appropriate on-line, portal subscription assessment tool incorporating the following factors: Achievement Orientation, Customer Orientation, Conscientiousness, Emotional Evenness, Innovative Thinking, Multi-Tasking, Openness to Change, Self Confidence, Self-Development, and Critical Thinking
Create or provide access to a portal subscription that includes a personality assessment component, a critical thinking or reasoning component, a follow-up interview component, and a development component
Provide means to report functionality to enable continual quality improvement and performance tracking
Include an administrative interface to perform user management, application configuration and auditing
Ensure technology that is a stable, integrated application intended to improve the hiring, promotion, and retention processes by providing education regarding assessment results with follow up reporting, and reviews steps on what to do if a problem arises, assesses the patient s understanding of the questions and provides management a written plan to review and follow
The vendor must have a proven background in the development and deployment of psychometrics-based interview and the assessment tool must be able to predict future job performance
The vendor must have a proven background in working with healthcare organizations to provide multiple benchmarks that can be examined over time for evaluation of performance
Vendors with experience specific to hospital staffing are preferred
4. Salient Characteristics/Deliverables:
Healthcare-based online access assessment tool for identifying, hiring, promoting, and retaining Nurse Leaders
Ability to create, customize, and/or modify any and all interview questions/ characteristics contained inside the portal to fit the job position and circumstance
Method for validating answers are accurate and not inflated
Method for ensuring reliable information based on scores
Graphical output of the measurement/scores indicating range factors of Low to High
Capability to generate a detailed feedback print out report on individual
Reporting functionality to enable continual quality improvement and performance tracking
IT Professional interface to perform user management, application configuration and auditing
Ability to create unlimited user accounts for all users
Customized to match Little Rock VA branding requirements including logo placement
5. Tasks:
The vendor will provide informational and educational briefings to all current employees, via online, about talent based management tools and the tools the vendor will deploy. The purpose of these educational briefings is for all employees to better understand why the organization is doing the assessment, what specifically each person is being asked to do, and what each person can expect with regards to feedback. It is estimated that approximately five briefings will be needed given the geography of our clinics and employees; briefings may be done via V-Tel. These briefings will occur within 60 days of notice to proceed.
The vendor will conduct an online informational and educational briefing(s) for supervisors/managers regarding traits/characteristics of specialized performers, such as Nurse Managers and Assistant Nurse Managers. This briefing(s) will occur prior to portal going live.
6. Portal/Software Installation/Configuration/Commercial Software:
Provide access 24 hours/day, 7days/week to on-line subscription portal for the assessment tool. Create initial user accounts for testing. Commercial computer software or commercial computer software documentation shall be acquired under licenses customarily provided to the public to the extent such licenses are consistent with Federal law and otherwise satisfy the Government s needs. Generally, offerors and contractors shall not be required to
Furnish technical information related to commercial computer software or commercial computer software documentation that is not customarily provided to the public; or
Relinquish to, or otherwise provide, the Government rights to use, modify, reproduce, release, perform, display, or disclose commercial computer software or commercial computer software documentation except as mutually agreed to by the parties.
With regard to commercial computer software and commercial computer software documentation, the Government shall have only those rights specified in the license contained in any addendum to the contract approved by the CO.
If there s a conflict with what the Government is able to agree to and what s in the standard commercial license terms than the Government language takes precedence.
7. Implementation and Customization of Assessment Tool:
Vendor will customize the Assessment Tool for the Little Rock VA concerning specific questions, critical factors, and reporting structure and allow for printing a validated report on each user.
8. Performance Monitoring:
The successful vendor will provide periodic performance reporting during the course of Assessment Tool installation and deployment. Little Rock VA will have real-time access to the portal during this time and may conduct periodic product sampling to verify compliance with requirements. The COR will utilize the Quality Assurance Surveillance Plan (QASP) to ensure compliance is being met
9. Security Requirements:
Tool shall operate within the VA internal/intranet side of the web system (VAWW). C&A requirements do not apply, and a Security Accreditation Package is not required. All instances of deployment using this technology will be reviewed by VA employee, the local ISO (Information Security Officer), to ensure compliance with VA Handbook 6500 and National Institute of Standards and Technology (NIST\standards and an ISO Risk Based Decision (RBD) must be approved by the local ISO/CIO before it can be used in the VA Production Environment. In cases where the technology is used for external connections, a full Enterprise Security Change Control Board (ESCCB) review is required in accordance VA Directive 6004, VA Directive 65 17 and VA Directive 6513. The local ISO will advise on the ESCCB review process and ensure privacy of information compliance protections are in place.
10. Training:
Contractor shall provide comprehensive training on the use of the Assessment Tool being purchased for all staff members that are to use this portal. At a minimum, training shall include, but not be limited to technical and operational training. Instruction/user guides shall be provided for both training and technical and operational usage. Training shall occur at the John L. McClellan VA hospital, 4300 W. 7th Street, Little Rock, Arkansas 72205, via on-line, instructor driven classes during normal business hours, 8:00am-4:30pm, Monday through Friday, excluding all Federal Holidays. Training date and time shall be prescheduled and preapproved by the contracting officer s representative prior to initiation.

12. Changes to Statement of Work:
The Contracting Officer (CO) is the only individual authorized to approve changes or modify any of the requirements under this contract.
13. Contract Award Meeting:
The contractor shall not commence performance of the services identified in this SOW until the Contracting Officer (CO) has conducted a post-award conference, or has advised the contractor that a post-award conference has been waived

Also, firms should provide their business size status in accordance with the small business administration website (www.sba.gov) for the above referenced NAICS code they fall within (i.e. small businesses, 8(a) firms, HUB Zones, small disabled veteran owned businesses, etc.) This Sources sought is for informational purposes only and all businesses able to provide this equipment are encouraged to submit information regardless of Business size.
