This Sources Sought notice is for informational and planning purposes only. This notice does not constitute a solicitation and is not to be considered as a commitment by the government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The intent of this notice is to determine the availability of qualified commercial sources capable of providing Healthcare Environmental Cleaning Services and related services for William Beaumont Army Medical Center (WBAMC), Fort Bliss, TX.


The mission of the WBAMC is to provide quality healthcare to patients in a safe, clean, and aesthetically-pleasing medical treatment facilities (MTFs). Medical Treatment Facility, WBAMC is classified as a newly constructed clinical admin and inpatient, tertiary-level hospital with highly specialized staff and technical equipment--- for example, cardiology, intensive care unit, and specialized imaging units; subspecialty clinical services highly differentiated by function; formal teaching programs; and formal medical research capabilities. The anticipated volume of activity necessary to carry out the inpatient tertiary-level mission, in combination with the rapid rate of patient turnover, will have an extraordinary impact on the management of the healthcare environmental services program. There are an additional 42 MTFs in the health service area of WBAMC located on Fort Bliss. The total estimated square footage of WBAMC and the MTFs in the health service area of WBAMC is 1,336,647.


Description of Services: The contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform and provide the work efforts described in the Performance Work Statement (PWS). Healthcare environmental cleaning services include: cleaning services; exterior building services (e.g. windows, doors, walkways); collection and removal of general waste (trash); removal of recycle; collection and transport of Regulated Medical Waste (RMW); and collection, transport, and distribution of linen.


The NAICS Code for this procurement is 561720 and the annual size standard in millions of dollars is $19.5. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above. Interested parties shall complete and submit the attached Market Research Questionnaire and Experience Reporting Form to the government.
