The Centers for Medicare and Medicaid Services (CMS), Acquisition and Grants Group is seeking capability statements from businesses who are qualified to provide a representative to the Centers for Medicare and Medicaid's Healthcare Common
Procedure Coding System (HCPCS) workgroup, which will make final decisions regarding modifications to the HCPCS Level II code set. The CMS HCPCS workgroup reviews recommendations for coding modifications that are submitted to CMS. The CMS HCPCS workgroup is comprised of representatives of the major components of CMS, representatives from pertinent outside agencies, and representative contractors. When a recommendation for an addition, deletion, or modification to the HCPCS is received, it is distributed to each workgroup member for review and decision. Additional detail information is provided in the attached Statement of Work. The North American Industry Classification System Code (NAICS) is 541611, Administrative Management and General Management Consulting. Interested parties having the corporate capability and expertise necessary to perform the stated requirements outlined in the Statement of Work may submit capability statements via email in MS Word format to Phillip.Harrell@cms.hhs.gov no later than 12:00pm on December 06, 2017. Responses shall be no more than 10 pages and shall include the following: 1) Contractor's plan to perform the Statement of Work; 2) Qualifications - relevant experience to perform the required services.

In general, while this RFI is not a request for a technical proposal, respondents should provide enough information for CMS to make a determination as to the capability to perform the same or similar work as identified in the attached SOW. RFI responses should include, at a minimum, the information identified in each of the following:


1. Company Name, Address
2. Contact Person, name, telephone number, e-mail address of individuals who can corroborate the demonstrated capabilities identified in the response
3. Business Size Classification, i.e. Small Disadvantaged, 8(a ), woman-owned, as validated via the System for Award Management (SAM)
4. DUNS Number
5. Tax ID Number


Proprietary Information and Disclaimers: All transmitted information marked proprietary shall be treated as such. Therefore, respondents should identify any proprietary information in its RFI response. Information submitted in response to this RFI will be used at the discretion of the Government. Proprietary materials will neither be distributed, nor discussed with, any other organization or business. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. CMS reserves the right to utilize any non-proprietary technical information in the anticipated SOW or solicitation. Respondents should be aware that this RFI is for marketing purposes only and any responses submitted do not constitute a commitment by CMS to treat any offeror more or less favorably in any anticipated forthcoming solicitation and/or ultimate award. Responses to the RFI are not offers and cannot be accepted by CMS to form a binding contract. CMS does not intend to award a contract on the basis of this RFI, or to otherwise pay for the information solicited. No reimbursement for costs will be made associated with providing information in response to this RFI or follow-up information request. Responses to the RFI will not be returned and will not be accepted after the due date. All communication shall be via email only. Respondents will not be notified of the results of the review of the responses. Information received will be considered solely for the purpose of determining whether business firms possess the capability to fulfill the Government's requirement.
