This is a notice issued on behalf of the National Institutes of Health (NIH), Office of Research Services (ORS), Division of Occupational Health Services. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time.

This is a Request for Information (RFI) for a possible future requirement.

The Office of Research Services (ORS), Division of Occupational Health and Safety, Technical Assistance Branch is conducting a market survey to determine the availability and potential technical capability of ALL qualified 8(a) Small Businesses who are able to acquire software licensing, help desk services, and operations and maintenance support for a suite of integrated, modular applications using state of the art technologies. The services needed will have to minimize disruption of safety services that are provided to the agency and must be deployable at the time of licensing without extensive customization. The application provided by the vendor must demonstrate integration across the individual modules to ensure a streamlined workflow between the agency's safety activities. The biological registration module is the centerpiece of the NIH safety database and must be able to cross-check with occupational health records.

The Division of Occupational Health and Safety (DOHS) currently uses a rich-client based platform, that interconnects the following services and analyze the use of: (1) analytics; (2) animal exposure and research reporting; (3) asbestos abatement plans; (4) registration of potentially hazardous biological materials; (5) lab safety surveys and clearance inspections; (6) respiratory fit testing; (7) vaccination records; (8) electronic medical records, (9) clinical appointment scheduling and tracking, (10) clinical medical records, (11) medical surveillance; and (12) injury and illness reporting.
Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) set-aside is possible.

The NAICS for this requirement is 511210-Applications Development and Publishing, Except on a Custom Basis with a size standard of $41.5 million dollars.

Attached to this Sources Sought is a draft Statement of Work.

Responses must reference HHS-NIH-OD-OLAO-SS-20-002 and include the following:

(1) Name and Address of the vendor,
(2) Size and type of business
(3) Point of contact with name, title, phone, fax and email,
(4) DUNS number,
(5) Vendor's capability statement (no more than 15 pages) addressing the draft request for information.
(6) List of organizations to whom the same or similar services have been previously provided to include, contract description, contract number, dollar value, name, and the phone number of the Contracting Officer,.

ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE OF NOVEMBER 21, 2019 at 3 PM EST.
