Introduction/ Overview:

The U.S. Army Contracting Command (ACC) - New Jersey 07806-5000, in support of the Combat Capabilities Development Command (CCDC) Armaments Center, is issuing a request for information for market research purposes only to understand industry capability to provide classification, recruitment, and placement services within assigned organizational areas. The contractor shall develop and evaluate position descriptions by applying position classification standards, criteria and supplemental guidance to determine title, series, grade/band, and other classification requirements for Senior Scientific Technical Manager (SSTM) positions. Assist managers and supervisors by providing advisory guidance on the classification of title, series, and grade/band for Senior Scientific Technical Manager (SSTM) positions. As a result of issuing this Request for Information (RFI), the Government expects to receive cpabilities statement describing proposed concepts and technologies. The RFI responses should identify, develop, and evaluate position descriptions by applying position classification standards, criteria and supplemental guidance to determine title, series, grade/band, and other classification requirements for Senior Scientific Technical Manager (SSTM) positions. Assist managers and supervisors by providing advisory guidance on the classification of title, series, and grade/band for SSTM positions.


This information will be used to:
(1) Determine the understanding of local and operational procedures to properly advise management on classification staffing process.
(2) Determine the ability to provide classification, recruitment, and placement services within assigned organizational areas.


Potential candidates must have mastery level knowledge, experience and ability to apply OPM and Science and Technology Reinvention Laboratory (STRL) classification standards to develop and compose position descriptions for Senior Scientific Technical Manager (SSTM) positions.
Mastery level is defined as a person with 15 or more years of knowledge and experience in position classification.
Familiarity and understanding of Combat Capabilities Development Command Armaments Center (CCDC AC) mission and organizational structure is helpful; but not a key discriminator.



1. Performance Requirements


a. The contractor shall have mastery level knowledge, experience and ability to apply Office of Personnel Management (OPM) and CCDC Armaments Center Science and Technology Reinvention Laboratory (STRL) classification standards to develop and compose position descriptions for Senior Scientific Technical Manager (SSTM) positions.


b. The contractor shall have mastery level experience and skills in applying advanced human resource principles, concepts, and practices, including position management and organizational design sufficient to: serve as the focal point for technical guidance on implementing and administering position classification programs pertaining to SSTM positions.


2. Response Scope:
Responses shall be provided as a capabilities statement or similar. Responses should include a 1 page executive summary and limit any general company information, past performance, and history to 2 pages.
In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large) per the listed North American Industry Classification System (NAICS).
