This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ1963447.

This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01.


The associated North American Industry Classification System (NAICS) code for this procurement is 562211 - Hazardous Waste Treatment and Disposal.
This is a total small business set aside.


NIAID Vaccine Immunology Program (VIP), Vaccine Production Program Laboratory (VPPL) and Immunology Laboratory (IML) requires packaging, transportation, and disposal of Biohazardous and Chemical waste materials to a federally approved hazardous waste disposal site(s). This is a request for quotes.


The quote must include details and pricing to fulfill the following requirements:
Quotes/proposals must be broken down into three separate quotes. One quote for VIP, one quote for VPPL and one quote for IML. Please see attached worksheets for specifics. Service will be scheduled at a minimum twice a week for Biohazardous waste and as needed for chemical waste. In both instances additional pickups will be as needed. Finally, any and all additional cost must be specified, to include fuel surcharges.

Award will be based on the price, past performance, delivery, warranty, and the best value to the government. Only quotes including all the requirements listed within this posting and supporting documents will be considered. Do not submit quotes for partial services.

Any responsible vendor may submit a quote which will be considered by this Agency.


By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered, or in the process of registering, in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (www.sam.gov).

This is an open-market combined synopsis/solicitation for Hazardous Waste Removal and Disposal services as defined herein. The government intends to award a fixed-price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.


Submission shall be received not later than May 31, 2019 by 1:00 p.m. MST.
