The U.S. Army, Army Contracting Command, New Jersey (ACC-NJ), on behalf of the Armament Research Development & Engineering Center (ARDEC) at Picatinny Arsenal, NJ has a requirement for the performance of a comprehensive process hazards analysis of twenty four (24) existing energetic operations at Picatinny Arsenal, NJ. The Government intends to award one (1) firm fixed price call order under an existing Blanket Purchase Agreement (BPA), on a sole source basis to Safety Management Services (SMS), Inc., the only known source capable of performing a comprehensive process hazards analysis for energetic operations. SMS has the unique capability required to review relevant Standing Operating Procedures (SOPs), complete a Failure Modes Effects Analysis (FMEA) and a Process Hazard analysis (PHA), and provide recommendations for mitigation of hazards and their associated risks in reference to energetic operations. The authority being used for this anticipated procurement is FAR 13.106-1(b)(1), For purchases not exceeding the Simplified Acquisition Threshold (SAT), only one source reasonably available.
