REQUIREMENT TO LEASE SPACE

The VA is seeking to lease space for a Community Based Outpatient Clinic (CBOC) in Haverhill, MA. The new space would replace and expand a CBOC that the VA has occupied for more than 17 years. VA plans to conduct an open-market competition for the new space. The space can be either a freestanding building or a space within an existing building The space must be located on the ground floor and provide up to 9,500 net usable square feet/ 10,800 rentable square feet. On-site parking with 80 spaces is required including 10 handicapped parking spaces. A lease for up to 10 years, with 5 years firm is contemplated. Term to be finalized prior to lease award. Occupancy is desired as soon as possible.
The space to be considered shall be within the Haverhill, MA delineated area as follows:
Within a 5-mile radius of the existing Haverhill CBOC, which is at 108 Merrimack St Haverhill, MA 01830
Offerors must provide evidence that properties are outside the 100-year flood plain.

Interested offerors must include the following:
Name of building and address
Available net usable square feet
Contact Information for owner or authorized agent
Digital photos of exterior and interior space, and
Drawings of space

Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors and public toilets required by local code.
The VA is limited by law (41 C.F.R. section 102.73.55 to acquire leases on the most favorable basis to the federal government, at charges consistent with prevailing market rates for comparable facilities in the community.
The VA is not required to award a lease based upon responses to this advertisement. This is not a solicitation.
The VA will provide a complete lease package to offerors that appear capable of meeting its space requirement. That package includes a Request for Lease Proposals (RLP/solicitation), Lease and related documents.
