Solicitation Documents: The solicitation will be issued as a Request for Proposals (RFP) under expedited procedures due to the urgent and compelling need to start work as soon as possible. The solicitation documents will be available electronically to download from this website on or about October 30, 2014


Description: The purpose of this project is to repair road infrastructure in the Frying Pan Ridge and Upper Elk Creek drainages area damaged during the Happy Camp Complex fire suppression efforts of in late summer 2014. The objective of Burned Area Emergency Response (BAER) efforts is to protect public safety and Forest Service investment in road infrastructure by restore traffic signs and improving road surface drainage. . This work includes constructing rolling dips, grading roads, cleaning ditches, reconditioning, repairing and cleaning existing drainage structures, installing new drop inlet covers, installing new culverts and installing flared end sections on existing culverts.
There is a Limited Operating Period (LOP) where no work shall commence on this project from October 15th to April 15th. The LOP is weather dependent and work can be performed on this project that falls within the LOP provided that the contractor (a) obtains Forest Service approval and (b) provided that the contractor monitors the weather and assures that the roads and slopes the contractor is working on will not be damaged due to erosion or storm events.


Location: The project sites are located along Forest Service roads within the Frying Pan Ridge and Upper Elk Creek drainages area of the Happy Camp Complex Fire perimeter which are on the Happy Camp Ranger District of the Klamath National Forest. The Project Roads are primarily approximately 5 miles south of Happy Camp, California. Happy Camp is approximately 70 miles west of Yreka, California. Refer to project location map for project roads and their locations.


Price Range: $250,000 - $500,000


Contract Time: Contract time for is 90 calendar days with an estimated notice to proceed date on or around November 17, 2014. In the event of a complete winter shutdown, all work on this project must be complete no later than August 15, 2015


Estimated Start Date: November 17 2014.


Pre-bid Site Visit: A site visit is not scheduled.


Set-Aside: This project is 100% set aside for HubZone small businesses.


Bonds: A Bid guarantee is required with the offer, bid guarantees will be allowed to be submitted electronically with the proposal with follow up of original. Payment and Performance Bonds for the full contract price will be required of the successful contractor and will need to be furnished within 5 days of award.


Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:00 p.m. PDT on date indicated on solicitation. Electronic submission is authorized on this project only.


SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
