Hanscom AFB Special Arrangements
The Department of Defense Education Activity (DoDEA) intends to award a sole-source contract to the Town of Lincoln School District in Lincoln, Massachusetts. DoDEA requires comprehensive education services (Pre-Kindergarten-8th grade) for Department of Defense (DoD) and other eligible dependents residing on Hanscom AFB. The required services also include full responsibility for managing and maintaining the government-provided school facilities, operating a student meal program, providing special education services as needed, and providing the full scope of extracurricular / co-curricular activities. The service provider must be recognized by the Commonwealth of Massachusetts' Secretary of Education to operate schools with grades PK-8 in the state. More specifically, the services are required for approximately 600 students attending class in the AFB's primary school and middle school. The period of performance is for one 12-month base with one12-month option period.
This requirement is being solicited in accordance with FAR part 12, Acquisition of Commercial Items and FAR part 15, Contracting by Negotiation. This notice of intent is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates the party's ability to perform the requirement by the response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
