The USFS Rocky Mountain Regional Office in Lakewood, Colorado recently sustained extensive hail damage to 8 of their Government fleet vehicles during the massive hail storm on June 16th.

The Government intends to utilize Simplified Acquisition Procedures to solicit and award a purchase order for this procurement. Due to the lateness in the fiscal year, the requirement to quickly get the vehicles back into full service, and the simple commercial nature of these repairs, this will be a shortened solicitation in accordance with FAR 5.203. and a fast moving project. Currently, this  is not a complete solicitation, but will be amended in the coming week to add the missing items.

A pre-bid inspection  has been tentatively scheduled for:

- Saturday, Aug 26th - 0900 - 1200
- Location:  ROCKY MOUNTAIN REGIONAL OFFICE.  1617 COLE BLVD, LAKEWOOD CO 80401 - Northeast corner of the parking lot.

Statement of Work:  Professional auto-body repair - maximum use of Paintless Dent Repair (PDR) and conventional auto-body repair to restore vehicles to pre-loss condition in a timely manner.  The broken glass has already been repaired under a separate action.  There is no set period of performance, but we will favor a vendor who can immediately start on at least some of the vehicles and complete all of them soon.  Some vehicles are slated for Law Enforcement duties and need to be repaired before sending them in for getting outfitted, so those will be a priority.

Evaluation Factors:This procurement  will be a awarded on a lowest  price (price and price related factors) technically acceptable  basis (certification, past performance, schedule)  most advantageous to the Government.   Due to the logistical challenges and resources required to deliver and pick-up vehicles from the repair facility, our preference will be for a vendor who is able and willing to ferry the vehicles back and forth.

Basic Contract Requirements:

1. Active registration in www.sam.gov
2. FAR Part 12 Commercial Clauses
3. FAR Part 13 - Simplified Acquisition
4. Invoicing and payment - government charge card - WEX card for each vehicle, payment at time of acceptance
5. Service Contract Act wage requirements for the county of your facility
6. Satisfactory past performance, responsibility determination (references, past Federal projects, etc.)
7. Certified and able to satisfactorily perform the work.

Response:  Bids will be due by COB on 30 August.  Only emailed bids will be accepted.  Besides the bid form to be included later, submit your bids in one file in .pdf format on your standard autobody shop form with the breakdown for each item, with total for labor and parts.
