Habitat Conservation Plan Development for the Salt Creek Tiger Beetle
The State of Nebraska, Administrative Services (AS), Materiel Division, Purchasing Bureau, is issuing this Request for Proposal, RFP Number 2927Z1 for the purpose of selecting a qualified contractor to provide Habitat Conservation Plan Development for the Salt Creek Tiger Beetle.
Written questions are due no later than May 22, 2009, and should be submitted via e-mail to [email protected]. Written questions may also be sent by facsimile to (402) 471-2089.
Bidder should submit one (1) original and five (5) copies of the entire proposal. In the event of any inconsistencies among the proposals, the language contained in the original proposal shall govern. Proposals must be submitted by the proposal due date and time.
PROPOSALS MUST MEET THE REQUIREMENTS OUTLINED IN THIS REQUEST FOR PROPOSAL TO BE CONSIDERED VALID. PROPOSALS WILL BE REJECTED IF NOT IN COMPLIANCE WITH THESE REQUIREMENTS.
1.Sealed proposals must be received in State Purchasing by the date and time of proposal opening indicated above. No late proposals will be accepted. No electronic, e-mail, fax, voice, or telephone proposals will be accepted.
2.This form REQUEST FOR PROPOSAL FOR CONTRACTUAL SERVICES MUST be manually signed, in ink, and returned by the proposal opening date and time along with bidders proposal and any other requirements as specified in the Request for Proposal in order to be considered for an award.

4.It is understood by the parties that in the State of Nebraskas opinion, any limitation on the contractors liability is unconstitutional under the Nebraska State Constitution, Article XIII, Section 3, and that any limitation of liability shall not be binding on the State of Nebraska despite inclusion of such language in documents supplied with the contractors bid or in the final contract.

Following are the questions submitted and answers provided for the above mentioned Request For Proposal. The questions and answers are to be considered as part of the Request For Proposal.

1.Can a list of RFP recipients be made available?
RFP was posted to the State Purchasing Bureau website and an announcement letter mailed to the attached reference list.
2.What is the source of funding for the Salt Creek Tiger Beetle HCP project?
The HCP Project is funded through a USFWS Section 6 grant received by NGPC
3.Are there budget expectations that the proposers should be made aware of?
There are no budget expectations other than those identified in the RFP
4.Regarding RFP deadline of June 8th, is the delivery deadline 2PM, or earlier?
Bids must be received by 2PM central time on the date specified in the RFP.
5.Regarding #17 (Scope of Work) on page 22: will the consultant be required to provide the NEPA documentation for the project, or will this be provided by USFWS?
The consultant will be expected to provide all materials needed to integrate the HCP and EA for NEPA requirements. USFWS is responsible for submitting the Federal Register notices.
