The Naval Air Warfare Center, Lakehurst, intends to negotiate and award to Thales Avionics SAS of Merignac, France (CAGE Code F9111) for the procurement, integration, and calibration of Cockpit Mapping Robot (CMR) sub-system components. The CMR is support equipment used with Optimized TopOwl (OTO) Helmet Mounted Sight and Display (HMSD) systems. OTO HMSD systems are used in AH-1Z and UH-1Y United States Marine Corps aircraft. In addition, this requirement is for the repair of a pre-production version harmonization bench (PPHB) and the repair and procurement of PPHB sub-system components. The PPHB is support equipment used with the OTO HMSD system.



The proposed contract action identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Thales Avionics SAS is the Original Equipment Manufacturer (OEM) of the OTO HMSD system, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. The US Government does not possess the CMR and PPHB technical data and data rights necessary to competitively award this effort.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
