This is a combined synopsis/solicitation for Alabama Army National Guard. We require the following: Hyster, J30XN, Counterbalanced Sit-Down Electric Rider Lift Truck - 3,000lb, 3-Stage Full Free Lift Mast, 192" Maximum Lift Height with 680 AH Lead Acid Battery and watering system. The associated North American Industrial Classification System (NAICS) code for this procurement is 423830, Industrial Machinery and Equipment Merchant Wholesalers; with a small business size standard of 100.00 employees. This requirement is a Small Business set-aside only qualified offerors may submit quotes. All vendors must be registered in the System for Award Management (SAM).


The following is the item and descriptions requested under this RFQ:
• Hyster J30XN- Counterbalanced Sit-Down Electric Rider Lift Truck-3000lb. Nominal Capacity @ 24' Load Center (4 wheels) - QTY: 1 each
- EnerSys Battery: 36 Volt Battery with installed battery charging system
- 3 year service contract, minimum
- 2 year extended warranty, minimum
- Must work with installed battery charging system (Existing Charger Mfg. Exide)

SECURITY REQUIREMENTS
A. Work performed is UNCLASSIFIED. The Contractor during the performance under this contract shall comply with all applicable Department of Defense (DoD) security regulations and procedures. The Contractor shall coordinate with the P.O.C all issues dealing with access to Government buildings, facilities, or property.


B. The Contractor will ensure that personnel have proper identification for entry or access to location.


Simplified Acquisition Procedures will be utilized. Offers will be evaluated as lowest price technically acceptable. The Government intends to evaluate offers and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The clause at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-2, Evaluation -Commercial Items apply to this acquisition.

(b) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:


Evaluation: (i) Technical capability of the service offered to meet the Government requirement; (ii) price. (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)


1. Technical. The technical factor takes into account how well an offer addresses the requirements. This includes, but is not limited to, addressing the qualifications of personnel, special qualifications of the proposed services, technical specifications, and conform to all security requirements. This shall serve as a means in determining technical excellence during the evaluation process. See attachment 2 for Technical capability rating description.
