The USDA Forest Service, EAZ AQM Support for Schenck Job Corps intends to initiate a Request for Quote (RFQ) procurement action and award a Firm-Fixed Price contract for an AMATROL Electric Heating Control Board Trainer or equal, 1 each Model T7082A, 1 each Model 82-610 Mobile Workstation or equal. Quote content to include separate pricing for factory On-site installation and start-up at the Schenck Job Corps, 98 Schenck Drive, Pisgah Forest, NC, 28768.
This is a combined synopsis/solicitation for a commercial item prepared in accordance with all parts of and format in Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. A Firm-Fixed-Price contract will be awarded to the lowest-priced technically acceptable offeror.
This requirement is set aside to Small Businesses as authorized by FAR 19.502-2 (b). In accordance with FSAR 4G13.106-2 additional preference may be given to potential vendors or suppliers if they are 8(a) or other small disadvantaged businesses, even if the resulting pricing may be higher than the lowest quote received.
Solicitation documents will be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. Only emailed requests received directly from the requester are acceptable. Email quotes to recarroll@fs.fed.us no later than the required due date January 20, 2017 @ 4:00 EST. Receipt must be acknowledged on my desktop computer to be recognized as received. This is the only acceptable method for delivery of quotes.
All prospective offerors are required to register on the Federal Business Opportunities (FEDBIZOPPS) website for this procurement. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. Notification of any changes to this solicitation (amendments) shall be made only on the internet through FBO. Therefore, it is the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation.
In addition, all contractors doing business with the Federal Government must be registered in the U.S. Contractor Registration System SAMS at https://www.sam.gov.
The Government will issue a contract as a result of this RFQ to the contractor who has been determined to be both responsive and responsible, and offers the Lowest Price overall.
The Government may reject any or all quotes, issue orders to other than the lowest quote, and waive minor informalities or irregularities in quotes received, or elect to not award at all. If necessary, the Government may conduct discussions with any or all quoters.
The Government may issue an order on the basis of quotes as received, without entering into discussions with any quoter. Therefore, each initial quote should contain the quoter's best terms and must speak directly to the evaluation factors listed.
The NAICS Code for this project is 333415 with a small business size standard of 1250 employees. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM as required by FAR 4.1102.
