This is a SOURCES SOUGHT SYNOPSIS. No proposals are being requested or accepted with this synopsis. Market research is being conducted to determine if there are a reasonable number of small business concerns to set this future project aside. If your firm is a Small Business, 8(a), HUBZone Certified Small Business Concern, Woman-Owned Small Business, or Service Disabled Veteran Owned Small Business and you are interested in this project please respond appropriately.

The U.S. Depart of Labor is seeking information regarding capability and availability of potential contractors to perform one (1) Stand-Alone, Firm Fixed Price Contract for work that includes services for design and construction for the heating, ventilation and air conditioning (HVAC) system replacements, fire alarm system replacements, electrical distribution system replacements and roof replacements at the Vocational/Education Building 5558 and Security/Visitor Center Building 7150 at the Turner Job Corps Center. Also included in the work are miscellaneous interior finish repairs.


Design services for the project include field investigation and assessment of the existing fire alarm system to determine condition of all existing conduit and wiring.


This work will be performed at the Turner Job Corps Center, located at 2000 Schilling Avenue, Albany, Georgia, 31705.


The primary North American Industrial Classification System (NAICS) Code applicable to these requirements is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5 Million.


The purpose of this Sources Sought Notice is to obtain insight into the interest and capabilities of small business firms to perform a firm fixed price construction type contract of this magnitude and to determine if there is adequate competition to compete and successfully perform.


The Estimated Construction Value is between $1,000,000.00 to $5,000.000.00


Interested Offerors shall respond to this Sources Sought Synopsis no later September 27, 2019 by 02:00 PM Eastern time. ALL RESPONSES MUST BE EMAILED to David Stephens, Jr., Contract Specialist at Stephens.david@dol.gov. (Please reference the Sources Sought Number and Project Title in the subject block of the email).
Firms interested in submitting their capabilities for this project, must include the following information in the cover letter /introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination, and qualifying small business status/certification of Small Business (3) Bonding capacity (from surety). If submitting as a Joint Venture (JV), all JVs must have an agreement, JV entity DUNS, and CVE certification.


This is NOT a Request for Proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions.


All interested sources must respond to future solicitation announcements separately from responses to this market survey.


In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought.
