This solicitation is being issued as Request for Quote (RFQ).  Written quotes are being requested.  This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 13, Simplified Acquisition Procedures as supplemented and FAR Part 12 Commercial Items with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested.  This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12th Street, Room 1734, Kansas City, MO 64106.  The requirement is to provide HVAC Maintenance Services for the NOAA National Weather Service (NWS) Pittsburgh Weather Forecast Office (WFO) located in Coraopolis, PA .

This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96.  This procurement is a 100% small business set-aside and the associated NAICS code is 23820 with a size standard of $15M employees.  Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Allegheny County PA.  All items under this contract shall be FOB Destination and the place of acceptance is NOAA National Weather Service (NWS) Pittsburgh Weather Forecast Office (WFO) located at 192 Shaffer Rd., Coraopolis, PA 15108.

Requirements:   The Contractor shall provide all supplies, materials, equipment, tools, personnel, and supervision to provide HFAC Maintenance Services at the Pittsburgh, PA Weather Forecast Office (WFO) and Radar Site located in Coraopolis, PA.  This facility is in operation 24 hours per day, 7 days per week.  Please see attached Statement of Work for a list of specifications.

EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”.  No award can be made to a company not registered in SAM.

 PRICE/QUOTE:

The Government will issue a purchase order resulting from this Request for Quotation (RFQ) to responsible offeror whose quotation results in the best value to the Government considering both price and non-price factors considered.  All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
