This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Please find the attached formal request for proposals (RFP).

This procurement set aside 100% for small businesses. The solicitation number for this RFP is W913E5-16-R-0005. The associated North American Industry Classification System (NAICS) code is 333415 - Air-Conditioning and Warm Air Heating Equipment, which has a size standard of $1,250 employees.


The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for recurring procurement of HVAC and refrigeration equipment and incidental repair and installation services at its Hanover, NH facility. This RFP will result in the award of a firm fixed-price requirements contract for one (1) base year and four (4) option years. The contractor shall provide services and materials necessary to accomplish the tasks described in Section C, Description of Work


Evaluation Factors:
Technical capability to meet the government's requirements; past performance; price.


Technical Capability:


a. The proposal must demonstrate the offeror's ability to provide a licensed HVAC&R technician. Valid licensing includes those from New Hampshire, reciprocal states, NATE, or other equivalent recognized certification.
b. The proposal must demonstrate the offeror's ability to provide an EPA Universal Refrigerant-licensed HVAC&R technician.
c. The proposal must demonstrate the offeror's ability to provide a New Hampshire licensed natural gas technician.
d. The proposal must demonstrate the offeror's ability to provide a brand-specific or certified technician(s), if needed.


Past Performance:
Proposals must include at least three (3) customer references for the same or similar work performed within the past one (1) year.


Pricing:
Incomplete proposals will be non-responsive and will not be considered for award. The fixed prices, if deemed fair and reasonable by the Government, will be become part of the resulting contract.
