This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a service requirement entitled: "Juvenile Fish Barge Transport Program" for award of a base contract plus one option year. This is scheduled to be issued as a Firm Fixed Price Service Contract with economic price adjustment for marine fuel used in Government-owned barges.


INTRODUCTION


The U.S. Army Corps of Engineers, Walla Walla District, is seeking business sources for a barge service requirement entitled: "Juvenile Fish Barge Transport Program".


The purpose of this request is to determine interest and capability of potential qualified businesses relative to the North American Industry Classification code (NAICS) 483211 The Small Business Size Standard for this NAICS code is 750 employees. To make an appropriate acquisition decision for this project, the Government may use responses to this request. The type of solicitation issued and the manner of advertisement will depend on the responses.
The intent of this requirement is to procure barge transportation services that will transport fish from Snake River dams during 21 April through 1 May.
This is not a solicitation. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. Firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please do not respond to this notice unless you will be responding to the solicitation.
Award estimated to be early February 2020.
SCOPE OF WORK
Work will be performed in the area between Lower Granite Reservoir (near Lewiston, ID) and on the Columbia River (near Portland, OR. Description of the Requirement: Provide four towboats, each staffed with crews for 24-hour per day operation, to transport Government-owned fish barges from Lower Granite Juvenile Fish Facility to fish release areas below Bonneville Dam. Stops will be made at Little Goose and Lower Monumental dams to load additional fish or to pick up an additional fish barge for transport to the release site. The initiation of barging operations is based on runoff projections. During years when runoff is forecasted to be near or above normal or average runoff, barging of fish could begin as late as May 1. During low flow or drought years, barging of fish may begin as early as 21 April. Transporting of fish by barge from Snake River dams will therefore begin sometime between April 21 and May 1, as directed by the Contracting Officer or Contracting Officer's Representative, and last up to mid-August but could end earlier depending on fish numbers or input from regional fish management agencies. The Contractor will routinely transport a loaded fish barge from three dams on the lower Snake River (Lower Granite, Little Goose, and Lower Monumental dams) and then continue on the trip downstream to the release site below Bonneville Dam on the Columbia River. During the 2020 transport season and possibly the 2021 transport season, fish transportation during the month of May may take place once per day for up to 31 barge trips. From June through mid-August fish transportation would take place every other day for up to 40 barge trips. In addition, during the 2020 transport season and possibly the 2021 transport season, up to 4 barge trips may take place once per week during the month of April in support of fish research.

(4) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work.
(5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business).
If inadequate responses are received, this solicitation may be issued for full and open competition.
No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
