HISTORIC SUBMARINE HS NAUTILUS (SSN 571) PRESERVATION AVAILABILITY

The Naval Sea Systems Command (NAVSEA) intends to issue a delivery order for the FY15 through FY17 Preservation Availability of the historic ship HS NAUTILUS (SSN 571) to support the Navy History and Heritage Command (NHHC), under Basic Ordering Agreement (BOA) N00024-14-G-4300. This availability includes advance planning, engineering and design efforts, prefabrication, planning and shipyard execution work necessary to prepare and accomplish preservation of the historic vessel.


The product of this availability is a repaired and preserved submarine HS NAUTILUS (SSN 571), ready for long-term public display.


It is anticipated that this will be a non-competitive procurement awarded to Electric Boat Corporation (EB), a General Dynamics Company, located at 75 Eastern Point Road, Groton, CT 06340-4989. Firms interested in subcontracting opportunities should contact EB directly.  Advance planning and preparation will begin in FY15 and continue into FY16 with the execution portion of the availability commencing on or about 5 October 2016.


This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source or a limited number of sources under the authority FAR 6.302. Interested persons may identify their interest and capability to respond to this requirement.


This notice of intent is not a request for competitive proposals. The notice is for informational purposes only. Solicitation documents are not available at this time.

A determination of the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


The HS NAUTILIS (SSN 571) is permanently moored in Groton, CT,  is not certified for open ocean tow, and must be docked for execution of the required maintenance. The place of performance is Groton, CT. EB is the only certified dock able to perform this preservation availability in the submarine's homeport. The place of performance is critical to maintaining the long term viability of this historic national display asset.


The solicitation for advance planning will be issued in FY15 with a tentative date for receipt of the proposal within thirty (30) days of issuance of the solicitation. Positive and negative responses are requested no later than 20 February 2015.
