This is a Draft Request for Proposals (RFP) released to industry to facilitate early engagement in accordance with Federal Acquisition Regulation (FAR) 15.201.  It relates to the proposed acquisition of High Energy Rail Inspection System (HE Rail) for U.S. Customs & Border Protection's (CBP) Non-Intrusive Inspection. 


The proposed contract is a comprehensive contract covering modular rail scanning systems with training, warranty, maintenance, and certain "on-demand" services.  The desired systems must also allow for integration of radiation detection equipment that may be added post-installation. Full details can be found in the attached statement of objectives. 


The government anticipates a full and open competition under FAR Parts 12 and 15 for this requirement.


The current proposed strategy is to use a multiple-award Indefinite Delivery, Indefinite Quantity contract for this requirement.


The Government is seeking the input from vendors on the prospective contract's proposed structure and the clarity of the current specifications.


Attached to this announcement is the complete Draft RFP (except cover sheets) as well as the current requirements documents.


CBP invites any written feedback, particularly on areas requiring further clarification or suggestions regarding the execution strategy. 


There is no required format for submitting questions or comments.


In addition to any comments or questions regarding the RFP, CBP requests vendors to submit information on the following questions: 


1) Estimating conservatively, could a vendor deploy 32 systems within five years of an initial award. "Deploy" means the systems are installed and fully operational.


2) In general, to what extent would a rail line need to be closed down to install an HE Rail unit? For example, could installation be carried out during low traffic time periods (at night, for example)?


To permit adequate time to evaluate questions and comments, CBP requests vendor submissions by 4:00pm ET on Wednesday, December 5, 2019.
