The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), "Only One Responsible Source Available, no other source will satisfy agency requirements."
The VA intends to solicit and negotiate with ELECTROSOFT SERVICES, INC.: 11417 SUNSET HILLS RD # 228, RESTON, VA 20190-5259 ; to provide Security Analyst Services. In support of EHT technology and policy interests, and Emerging Health Technology Advancement Center (EHTAC) investigative work, the contractor shall perform targeted research, produce analysis reports and white papers; provide policy documentation support; conduct analyses of existing or best practice processes or discovery methodologies; produce processes and make recommendations to establish repeatable practices; and identify potential business requirements suggested by selected emerging technologies and policies. The analysts act as technology leaders for targeted technologies and guide the EHTAC team in conducting hands-on investigations that validate or extend their own investigative work. The NAICS code for this procurement is NAICS: 541330 - Engineering Services.
This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
