This Request for Information is being issued by the Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Program Contract Activity - Central (PCAC) on behalf of VA, VHA Office of Informatics and Analytics (OIA) Patient Safety Office.

RFI Purpose:
This RFI is a market research tool to survey the commercial market place for written responses with information to assist in identifying potential sources that are interested and reasonably capable of performing the work described herein. The government is seeking to obtain feedback as well as any questions or concerns regarding the draft scope of work to enable to government to move forward and mirror industry best practices and procedures.

Requirement Background:
Within the Veterans Health Administration, the Office of Informatics and Analytics, Informatics Patient Safety (IPS) Office takes a leadership role in promoting a culture of safety within health information technology (HIT) systems. The goal of IPS is to improve the safety of HIT products while promoting the use of HIT to make health care safer. IPS seeks the expertise of a qualified human factor expert to analyze and incorporate broader patient safety principles, such as user-centered and error tolerant design, standardized testing and implementation strategies to support healthcare quality and safety.

Draft Scope of Work:
The Contractor shall utilize the Informatics Patient Safety inspection process for mobile applications to identify patient safety risks in product design at multiple stages of the development process. The Contractor shall respond to patient safety issues and provide Cognitive Engineering support to the IPS Office in the form of analysis, workflow documentation, process reviews, and mitigation/remediation recommendations. The Contractors shall identify the Human Factors principles associated with the software projects/products, hardware projects/products, and ergonomic requirements to document/identify user tasks and provide recommendations for user interface designs during the product lifecycle. The Contractor shall provide comprehensive Knowledge Management design, development and maintenance support to promote effective internal and external communications. The Contractor shall collaborate with internal and external resources to provide expertise in the development of health information technology (HIT) safety guidelines and best practices.


Requirements:
VA is seeking a contractor who has demonstrated experience in the following areas:
A.    Knowledgeable of Human Factors.
B.    Knowledgeable of software development lifecycle stages.
C.    Knowledgeable of HIT standards and references.
D.    Experience in program management.
E.    Experience in the evaluation of Human Factors in health care setting.
F.    Experience in health information technology safety guidelines and best practices.
G.    Development and updating of a comprehensive project management plan.

All potential sources who are interested and believe their business is reasonably capable of fulfilling the requirement are invited to submit, in writing, a capability statement with sufficient information to substantiate your business is reasonably capable of performing the work. The capability statement must demonstrate a business's ability to fulfill the requirement as well as be responsive to the questions posed herein.

B.    Capabilities / Qualifications
1.    A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement.

C.    Experience
1.    Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding:
A.    Describe your Self-Performed* effort (as either a Prime or Sub-Contractor) as it relates to the requirements in Section III: Requirements.
B.    Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information.
C.    Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc.
*Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided.
2.    A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes.
3.    A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided.

RFI Questions:
A.    Identify potential issues or concerns (from previous experience) that should be addressed prior to publishing formal solicitation.
B.    How long do you feel it will take your firm to prepare a formal response to a solicitation, if a formal solicitation is published?
C.    What is the suggested North American Industry Classification System (NAICS) code for this effort?
D.    What is the suggested GSA Schedule Special Item Number (SIN) for this effort, if applicable.
E.    Any additional questions/ comments/ concerns regarding the draft scope of work and/or skill sets required to execute this contract successfully.

Additional Information:
Responses will assist in determining the acquisition strategy used for this procurement. For example, if enough interested Service Disabled Veteran Owned Small Businesses (SDVOSBs) respond and are determined to be reasonably capable of fulfilling the requirement, the acquisition strategy may be set-aside for SDVOSB concerns; therefore, interested vendors who believe their business is capable of performing the work are strongly encouraged to respond by the date specified.

At this time no acquisition strategy has been decided and no formal solicitation exists.
