HHM402-18-FOA-399 SYNOPSIS IS CANCELLED/DELETED AS A RESULT OF CHANGE IN FOA OBJECTIVES. NEW RELEASE HHM402-18-FOA-399A ESTIMATED ON JULY 2nd, 2018.                                                                                                                                                      The Department of Defense; Virginia Contracting Activity in conjunction with the Intelligence Community Centers for Academic Excellence is soliciting VIA GRANTS.GOV proposal responses to HHM402-18-FOA-399 Funding Opportunity Announcement for grant awards to build partnerships with accredited universities, colleges and institutions for higher education across the nation for Critical Language and Cultural Immersion Studies Program. Eligible institutions are encouraged to submit proposals that offer innovative ideas to establish/enhance a Center for Academic Excellence program which will create, attract, and sustain a robust and knowledgeable student applicants. HHM402-18-FOA-399 solicitation documents are available ONLY at www.GRANTS.GOV; Instructions to access Grants.gov is as follows: www.grants.govprovides the Federal grant community a single internet site for finding and applying for grant funding opportunities. DIA requires applicant institutions to submit their FY 18 FOA proposal electronically through www.grants.gov/web/grants/applicants/apply-for-grants.html. Please carefully review the submission practices in www.grants.gov.

1. Submission deadline. All submissions shall be received on or before 11:59 PM Eastern Standard Time July 5, 2018. The www.grants.gov portal will not accept proposals after the deadline.


2. Submission Process. The www.grants.gov/web/grants/applicants/apply-for-grants.html feature includes a simple, unified application process that makes it possible for applicants to apply online.


www.grants.gov has a full set of instructions on how to apply for FY 18 FOA grant on its website at www.grants.gov/CompleteApplication; applicants can view instructions to carry out the application process. The site also contains registration checklists to help applicants through the registration process. The Government recommends applicant downloads the checklist and prepare the information requested before beginning the registration process. Reviewing and assembling required information before beginning the registration process will make the process faster and smoother.


3. Accessing the 2018 Funding Opportunity Announcement, #HHM402-18-FOA-399 has been posted on www.grants.gov , the single point for all government grants. New users of www.grants.gov website need to first register and obtain a user identifier and password to use for logging into the site.


Once registered and logged into the website, an applicant can click the "Current Efforts" tab and select the "Intelligence Community Centers for Academic Excellence Broad Agency Announcement #HHM402-18-FOA-399" page under the list. A "Frequently Asked Questions" section will be available for viewing responses to posted questions and comments, including those submitted by other organizations. Answers will be posted as they are developed.


All questions are sent to ~FOA399@dodiis.mil. Applicants are encouraged to review all previous questions and answers prior to posting a question to avoid duplication of questions.


4. Acknowledgement and Proof of Timely Submission: Proof of timely submission is automatically recorded by www.grants.gov. An electronic time-stamp is generated within the portal/system when a proposal is successfully received. When an applicant has successfully transmitted a proposal, the applicant will receive an electronic receipt and tracking number from www.grants.gov. The applicant should print out this receipt and save it as proof of timely submission. Also, when VACA successfully retrieves the proposal from www.grants.gov, the portal will provide an electronic acknowledgement of receipt to the e-mail address of the applicant institution's as well as Alternate Organizational Representative.


Applicants using dial-up connections shall be aware that their transmission could take a very long time before www.grants.gov receives it. In all cases, www.grants.gov communication will be confirmed by either an error or a successfully received transmission message.


In the event of errors, please contact the www.grants.gov support desk. Please be patient and give the portal time to process the submission. Uploading and transmitting multiple files and electronic forms with associated HTML schemas might take a long time.


IT IS THE APPLICANTS RESPONSIBILITY TO ENSURE SUCCESSFUL TRANSMISSION VIA GRANTS.GOV FOR VOLUMES I, II AND III. CONTENT OF EACH VOLUME IS APPLICANT RESPONSIBILITY, MISSING, DELETED OR INCOMPLETE INFORMATION CONTAINED THEREIN WILL RENDER THAT SUBMISSION NONE COMPLIANT AND WILL NOT BE CONSIDERED FOR EVALUATION OR POTENTIAL AWARD.


THE GOVERNMENT WILL NOT PROVIDE REIMBURSEMENT FOR PRE-AWARD PROPOSAL COSTS.
