NOTICE FOR HELLFIRE M299 Legacy Launchers

The U.S. Army Contracting Command - Redstone (ACC-R) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the procurement of 1,015 M299 Legacy Launchers, launcher spare parts, and engineering services.


Engineering services includes investigation, inspection, analysis, test and evaluation of the launcher or spare hardware or software as needed. The performance of engineering services requires detailed familiarity with the design and related specifications. While the Government owns the legacy launcher PBS, it is essential that the contractor be very familiar with all aspects of the M299 launcher design, the legacy launcher PBS MIS-52351, MIS-44273 (launcher to missile specification), and MIS ICD 56599 (platform to launcher interface control document) in order for them to provide the quality of engineering services that is required.

THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.


Interested businesses should submit a brief capability statement package (no more than ten (10), 8.5 X 11 inch, pages with font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email questions in regard to the status of this requirement will be accepted prior to the release of the RFP.


If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


GENERAL INFORMATION: Firms are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Interested parties may identify their interest and capability by sending a response and detailed capability briefing to the POC listed below. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party. Interested parties who consider themselves qualified to perform the above-listed services are hereby invited to submit a response to this Sources Sought Notice Not Later than 30 June 2017 at 1730 Central Standard Time.
