SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS



INTRODUCTION


The U.S. Army Contracting Command, Aberdeen Proving Ground, Edgewood Contracting Division, Aberdeen Proving Ground, MD., 21010-5424 is issuing this sources sought as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide HEGA (High Efficiency Gas Adsorber) Adsorbers for use in Chemical Agent Adsorber Systems (CAFS).


The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Indefinite Delivery Indefinite Quantity (IDIQ) awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES


The Government requires HEGA Adsorbers build to standards as specified by the Institute of Environmental Science and Technology IEST-RP-CC008.2, dated 01 Feb 2011 and MIL-PRF-32016A (EA). Standard IEST-RP-CC008.2 covers the design and testing of modular gas-phase adsorber cells in single pass or recirculating air-cleaning systems where the need for high-efficiency removal of gaseous contaminants is a requirement. Specification MIL-PRF-32016A (EA) covers gas phase adsorber cells used to remove toxic chemical vapors exhausted laboratory air filtration systems. The intent of this Sources Sought is to assess the state-of-the art of the technology available in HEGA Adsorbers that could be applied to meet this requirement.


The Government envisions a solution for HEGA Adsorber that meets the following operational and program requirements:


• EST-RP-CC008.2, [High-efficiency Gas-phase Adsorber Cells], current version
• MIL-PRF-32016A (EA), [Performance Specification Cell, Gas-phase, Adsorber], current version
• MIL-DTL-32101A [Carbon, Activated, Impregnated, Copper-Silver-Zinc-Molybdenum- Triethylenediamine (ASZM-TEDA)], current version


Qualification. All ASZM-TEA carbon adsorbent used in the production of these adsorbers must be tested by a certified Government lab to meet the requirements with MIL-CTL-32101A. Carbon acceptance test results shall be provided by the carbon manufacturer to the adsorber manufacturer and the Government. The HEGA Adsorber must be qualified and demonstrate compliance to the standards listed above. Proof of qualification should be addressed in the response.


SPECIAL REQUIREMENTS


Any resulting contract is anticipated to have no security classification levels.


ELIGIBILITY


The applicable NAICS code for this requirement is 333413, (Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing) with a Small Business Size Standard of 500. The Product Service Code (PSC) is 4460 (Steam Plant and Drying equip. Nuclear Reactors (Air Purification)).


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package with test results (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Charles Wilson, in either Microsoft Word or Portable Document Format (PDF), via email Charles.l.wilson88.civ@mail.mil no later than 12:00 p.m. Eastern Time Zone on 02 November 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.
