This is not a solicitation announcement. This is a sources sought synopsis only. This is not a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of any commercially available overhaul/repair vendors that may be of interest to the USCG. Sources Sought No. 70Z03819IH0000004 is assigned to this notice for tracking purposes only. The United States Coast Guard Aviation Logistics Center is conducting market research to identify sources capable of supplying HC-130 Main Landing Gear Carbon Brakes, P/N: 2-1744, Disk Brake Parts Kits, P/N: 380-180, and Wheel Assemblies, P/N: 3-1660. Traceability to the Original Equipment Manufacturer (OEM) in the form of OEM Certificate of Conformance and Purchase Date from the OEM will be required by any solicitation issued for these items. The OEM is UTC Aerospace Systems/Goodrich Corporation (UTAS).

Responses to this notice should include company name, address, telephone number, and Point of Contact (POC).


Please respond to the following questions: (1) Does your company currently manufacture casrbon brakes for the C-130 aircraft? What is the period of performance and contract number? Please provide a technical and contractual point of contact (POC). (2) Where is your company's manufacturing facility located? Does your company have all parts, labor, material, tooling, fixtures, jigs, test equipment, technical data and facilities necessary to manufacture these types of brakes? (3) Is your company a large or small business? If small, define your company's socioeconomic classification. (4) If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR clause 52.219-4, specifically 52.219-4(c)(2), "The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials." Does your company send out work to subcontractors? If so, how much work and what type is subcontracted? (5) Does your company offer a warranty on these items? If yes, what is the standard warranty? (6) What is your company's standard delivery time and terms for these items? (7) Are these items treated as commercial or non-commercial by your company?


After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the requirement, a solicitation announcement will be published in the Federal Business Opportunities (FBO) website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offers will have to respond to the solicitation in addition to responding to this sources sought synopsis. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the specification can be met. Responses to this sources sought notice along with any capability statements, company literature, brochures may be emailed to Nancy DeBerry, Contracting Officer at Nancy.DeBerry@uscg.mil. Telephone responses will not be accepted. Responses must be received no later than 22 July 2019. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate contract decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. All interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are NOT a request to be added to a prospective offers list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
