PRESOLICITATION NOTICE FOR HCHV CER SERVICES


Purpose: The purpose of the FBO Notice is to announce that Network Contracting Office (NCO) 15, Leavenworth KS intends to solicit quotations from contractors to provide homeless Veteran services through Contracted Emergency Residential Services (CERS) for Veterans with sex offender status and justice involved Veterans. Services will be for the Department of Veterans Affairs Wichita, KS Medical Center.

The goal of the HCHV program is to end homelessness amongst the Veterans population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer residential services for Homeless (Male)Veterans with sex offender status and justice involved Veterans under the HCHV Contract Emergency Residential Services program. This contract is expected to house and serve homeless male Veterans in need of immediate placement in a safe environment with onsite supportive services.
The VA anticipates issuing a solicitation for this requirement on or about February 01, 2019 with a closing date for quotes on or about March 01, 2019. The solicitation and attachments will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the quote submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments.
The Solicitation will be published under the NAICS Code 624221 with a business size standard of $11M. Based on the Contracting Officers completed Market Research report IAW Far Part 10, the procurement will be solicited as unrestrictive, full and open competition and be awarded to meet the Governments needs for HCHV (CERS) services to house five (5) male Veterans per day for the Wichita surrounding area. These services, shall not exceed five (5) Veterans at any one time. The contractor will be reimbursed using the pricing tool method of an all-inclusive Bed Days of Care (BDOC) Rate for services
In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (www.sam.gov) and Vet Biz information at http://www.vip.vetbiz.gov . To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award.
