INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the Health Care Cost Institute, Inc., 1100 G St. NW Ste. 600, Washington, D.C. 20005-7416 for the purchase of access to HCCI's database for hypothesis testing and support. The sole source award will be made under the authority of 41 U.S.C. 235 ( C ) ( 1 ) as implemented by FAR Part 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because HCCI maintains a proprietary database of private health insurance claims, which they allow researchers to access for the purpose of hypothesis testing. HCCI is currently the only nationally known contractor whose data set will meet CMS's needs for hypothesis testing.
CMS REQUIREMENTS: This data will be used by the National Health Statistics Group (NHSG) to test hypothesis and gain knowledge and insights into spending patterns for privately insured populations. The HCCI possesses a unique claims database that would allow for testing of the hypothesis to gain insight into the private health insurances population, which cannot be tested without this data in accordance with the attached Statement of Work.
NAICS CODES: The North American Industry Classification System (NAICS) is 541720 (Research and Development in the Social Sciences and Humanities) and the size standard is 500 employees.
INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as. a potential contractor for this procurement, the organization must provide valid, reliable and standardized health care performance measures to support and advance public accountability, quality improvement efforts, increased patient safety, and value based purchasing. To be considered, interested vendors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 5 days of this notice, to the following electronic mail address, renee.wallaceabney@cms.hhs.gov
