SOURCES SOUGHT SYNOPSIS

USAF Small Arms Repair
 
NOTE: This Sources Sought Synopsis is being posted twice.  Once under NAICS 811490 and again under NAICS 332994.  Interested parties only need to respond to one Sources Sought Synopsis to be included in this market research.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for repair of small arms and light weapons. Our acquisition strategy is a five-year contract (basic plus four option years) and will continue through FY25. 

The Gunsmith Shop (GSS), located at the Joint Base, San Antonio, at Lackland, TX, serves as the small arms depot for the USAF. The GSS provides depot-level repair, overhaul, modification, and refurbishment of small arms and light weapons. It also provides weapons sustainment and technical solutions for USAF's ground-fired small arms program, through rapid response prototyping, testing, and production.

Contractor support at the GSS includes a Machinist/CNC Operator and Programmer, Small Arms Repair Technician, and support by a Small Arms Supply Support Specialist. The knowledge, experience, and minimally required tasks for each of these are laid out below.

Supply Support Specialist

The Contractor shall possess knowledge and experience in supply item management for weapons parts. Supply item management tasks include identifying, ordering, shipping and storing incoming parts/material, and maintaining accountability of parts issued. The Contractor shall perform supply operations including inventory, receiving, purchasing, ordering, and warehousing of material.


The Contractor shall perform supply item management tasks such as:

•·         - Provide supply item management and maintain visibility of small arms weapons parts.

•·         - Identify, order, ship and store incoming parts/material, and maintain accountability of parts issued to USAF Gunsmith Shop Depot at Joint Base San Antonio-Lackland, TX.

•·         - Manage supply operations including inventory, receiving, purchasing, ordering, and warehousing of material.

•·         - Provide advice, guidance, and assistance to internal/external customers; equipment custodian, HAZMAT Monitor on any issues related to supply functions.

•·         - Maintain accountability/inventory of all weapons stored in the USAF Gunsmith Shop Depot.

•·         - Coordinate weapons re-identification with Equipment Management Office and ensure weapons inventory database is updated with changes.

•·         - Maintain a file of Integrated Logistics Support System (ILSS) supply listings; Daily Document Register (D04), PFMR/OCCR Reconciliation (D11), Obligated Due-Out Listing (M36), Daily Priority Listing (D18); Due-In-From Maintenance Listing (D23).

•·         - Place requisitions into the appropriate DoD supply system (including but not limited to Depot Level Transaction System (D035K); LDMS), monitor and tracks the backorder, follow-ups, maintains current status, request supply assistance request when delivery date is unacceptable.


 Machine/CNC Operator and Programmer

The Contractor shall possess the knowledge and experience to operate machine tools to produce precision metal parts. The Contractor shall assist with producing small batches or large quantities of metal parts. The Contractor shall ensure products meet precise specifications. The Contractor shall assist with producing machined parts by programming, setting up, and operating a computer numerical control (CNC) machine; maintaining quality and safety standards; keeping records; maintaining equipment and supplies. The Contractor shall be familiar with using standard machinist tools and equipment such as, but not limited to calipers, micrometers, lathes, CNC machines, collets, bushings, cams, gears, stops, stock pushers, indicating vices and tramming heads. The Contractor shall be familiar with USAF workshop safety regulations and procedures. The Contractor shall be familiar with maintaining machine tools and equipment, as well as, diagnosing, adjusting, dismantling and performing equipment repairs. The Contractor shall plan machining by studying work orders, blueprints, engineering plans, materials, specifications, orthographic drawings, reference planes, locations of surfaces, and machining parameters; interpreting geometric dimensions and tolerances (GD&T). The Contractor shall be able to confer with engineering, supervisory, and manufacturing personnel in order to exchange technical information. The Contractor shall be able to read, write and interpret complex math, blueprints and schematics. The Contractor shall be able to make work updates within Lean Depot Management System (LDMS).


The Contractor shall establish work procedures for fabricating new structural products, using a variety of metalworking machines. The Contractor shall evaluate experimental procedures, and recommend changes or modifications for improved efficiency and adaptability to setup and production. The Contractor shall design fixtures, tooling, and experimental parts to meet special engineering needs. The Contractor shall prepare working sketches for the illustration of product appearance. The Contractor shall test experimental models under simulated operating conditions for such purposes as development, standardization, and feasibility of design. The Contractor shall provide assistance with small arms repair. The Contractor shall perform machining and/or welding processes as needed in support of small arms weaponry. The Contractor shall set up and operate metalworking, brazing, heat-treating, welding, and cutting equipment.

Specialized Knowledge, Experience, Tasks, or Qualifications Required


5 years of experience; Proficient in computer programming skills in both FeatureCAM and GibbsCAM.


 


Either one of the two following combinations:

•1)      Machinist/Machine Technologist Certificate to include the following disciplines: Print Reading for Machining Trades, Basic Machine Shop, Basic and Advanced Lathed Operations, Precision Tool and Measurement, Grinders (outside, internal, surface), Welding, Machine Tool Technology


OR

•2)      Associate of Applied Science (AAS) CNC Manufacturing Technician to include the following disciplines: Computer Integrated Manufacturing, Advanced CNC Machining, Operation of CNC Turning Centers, Machine Centers, Statistical Process Control for Machinist, Basic Machine Shop, Precision Tools and Measurement, Print Reading for Machine Trades, Introduction to Computer Aided Design

 

The Contractor shall be able to perform physically demanding tasks and lift 50 lb.


 Small Arms Repair Specialist

The Contractor shall possess the knowledge and experience to assemble, disassemble, refurbish, repair, modify, and proof-testing USAF small arms to blueprint and customer specifications using hand tools and machines, such as grinders, buffers, saws, drill presses, lathes and milling machines. The Contractor shall assist with fitting action and barrel into stock and aligning parts. The Contractor shall be able to make work updates within LDMS. The Contractor shall assist with:

•·         Re-finishing components by immersing metal parts in bluing-salt bath or phosphate bath to impart rust resistant surface and/or blue color to metal

•·         Applying finishes (e.g. CerakoteTM) to components to impart rust resistant surface

•·         Fabricating wooden and synthetic stocks for guns according to technical data for bedding of barrels and receivers.

•·         Performing precision fitting and finishing of new and modified components to close tolerances; for example, removing small amounts of metal or reshaping parts using machinery to rough out work, and hand-finishing methods to reach final tolerances

•·         Applying knowledge of hand and machine metal working to devise jigs, tools, and fixtures to aid in the fitting and testing processes

•·         Maintaining equipment by completing preventive maintenance requirements, following manufacturer's instructions, troubleshooting malfunctions, and calling for repairs.

•·         Setting up and operating metalworking, brazing, heat-treating, welding, and cutting equipment.

Specialized Knowledge, Experience, Tasks, or Qualifications Required


The Contractor must either:

Graduate the USAF Combat Arms Apprentice Course at JBSA-Lackland with a Specialty Code of 3P051B (Combat Arms) plus 4 years of experience;


OR

Have an Associate of Occupational Studies (AOS) degree in Gunsmithing with 5 years of experience.


 


The Contractor shall have a working repair knowledge of the following weapons/weapon systems, or weapons of equivalent complexity:

•·         M9 General Officer Personal Defense Weapon (PDW)

•·         Modular Combat Shotgun

•·         Bird/wildlife Aircraft Strike Hazard (BASH) Shotgun

•·         M1 Carbine Variants

•·         M14 Variants

•·         M1903A3

•·         Aircrew Self Defense Weapon

•·         M18

•·         M4

•·         M24
