The US Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), is currently seeking potential sources capable of manufacturing a quantity of two Gun Computer System Cabinets (GCSC) MK 119 MOD 2 units for use in the Gun Computer System (GCS) MK 160 MOD 12 being deployed on United States Coast Guard (USCG) cutters. The GCSC MK 119 MOD 2 provides the operational processing for the GCS MK 160 MOD 12, accepting inputs from shipboard systems and sensors and producing orders for the Gun Mount MK 110. This procurement of two GCSC MK 119 units would complete fielding to a specific class of USCG cutters. Beyond these two units, no further procurements of GCSC MK 119 cabinets are anticipated. The GCSC MK 119 MOD 2 shall be manufactured in accordance with top-level drawing 53711-7625850 and all related specifications, component drawings, and assembly drawings. All documents are marked for Distribution Statement D. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only. The detailed specifications and applicable drawings will be made available through the Procuring Contracting Officer upon request, and after submission of a valid DD2345, a signed Non-Disclosure Agreement (NDA), and AMSTA-AR Form 1350 Technical Data Request Questionnaire. Due to obsolescence, the GCSC MK 119 MOD 2 manufacture shall include the development, documentation, and implementation of engineering changes to replace specific commercial items with like parts. In addition, each company shall include the following information as a part of their request for detailed specifications:

Submission Information: As prescribed in DFARS 252.204-7004, interested parties must be registered with System for Award Management (SAM) under the NAICS 334513. Representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. The following information is required to register in SAM: DUNS Number; Tax Identification Number (TIN) and Taxpayers Name; Statistical Information about your business; and Electronic Funds Transfer (EFT) Information.

In response to this Sources Sought Notice, respondents should provide the following information in the English language via e-mail only:

- A synopsis of the company's technical capability to manufacture GCSC MK 119 MOD 2 in accordance with the above requirements.
- A description of the company's facilities, personnel, and past experience as it relates to the requested GCSC MK 119 MOD 2 or similar items.
- A description of the company's capability to develop, document, and implement engineering changes as related to the requested GCSC MK 119 MOD 2 or similar items.
- A description of the respondent's production capabilities, including time to manufacture and deliver quantity two GCSC MK 119 MOD 2 units
- A description of the respondent's test facilities capable of supporting Environmental Stress Screening for the GCSC MK 119 MOD 2
- A description of the respondent's quality system to include any relevant International Organization of Standards (ISO) qualifications.
- Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business)
- Information regarding the commerciality of the item, i.e. how the item may or may not meet the definition of a Commercial item found at FAR 2.101

All responsible interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code. Interested sources are encouraged to submit their capabilities/qualification data with regard to the above, NO LATER THAN COB 1600 Eastern Time on 20 July 2015.
