The objective is to have an integrated service delivery system that thinks of the child first, ensures that all children have safe, nurturing places to live and grow, views families as active partners in service delivery, builds on strengths in a culturally competent manner, and provides informal supports and formal service to address the challenges the children and families face. Bidders should be able to demonstrate in their proposal that they understand the system of care philosophy and plans to adapt such philosophy in their service delivery.
