THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE.

The National Institutes of Health is conducting market research to determine the availability of small businesses capable of fulfill the National Institute of Environmental Health Sciences (NIEHS) need to perform complete grounds maintenance. NIEHS's goal is to establish and maintain grounds and landscapes that reflect and advance NIEHS' commitment to sustainability and environmental stewardship. This effort includes providing healthy growing conditions for all existing or newly established plant material including grass, trees, shrubs, and ground cover; weed control; pavement cleaning; snow and ice removal; lake maintenance; recreational facilities maintenance; litter control and excavation services. All work will be performed at the Research Triangle Park, NC campus.


The North American industry Classification System (NAICS) Code is 561730 and the business size standard is $7.0 million dollars.


The small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on subcontracting, in that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Your Capability Statement should demonstrate how you plan to meet this requirement.


POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE:


The contractor must include in their Capability Statement, (1) the company name, address, phone number/e-mail address for POC at the company, certification of business size, and DUNS number, (2) staff expertise and experience along with their availability to perform work on this specific contract, (3) current in-house capability and capacity to perform the requirements of FAR 52.219-14, (4) prior completed projects of similar nature, and (5) examples of prior completed Government contracts, references, and other related information. The Capability Statement is limited to 10 pages in size. Interested vendors capable of furnishing the Government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements are due January 3rd, 2018 at 4:30 PM Eastern Time (ET). The Capability Statement must reference Sources Sought Number NIHOF201800024. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date and time identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to joshua.blow@nih.gov Faxed or postal mailed copies will not be accepted.
